RFI 70FA3022I00000003 Federal Emergency Management Agency (FEMA) Communications Relay Services (CRS) - Relay Conference Captioning (RCC) This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. Responses should include your company's capability statement. Oral Communications ARE NOT acceptable in response to this notice. However, follow-up discussions / market research may be performed. General Description This sources sought is to encourage competition for FEMA�s Communications Relay Services - Relay Conference Captioning (RCC) Services. � FEMA seeks potential offerors to provide telecommunications relay services for the Government and disaster survivors. This service should allow FEMA to ensure that all electronic and information technology (EIT) deliverables comply with the applicable technical and functional performance criteria of Section 508 unless exempt. The scope of the Communications Relay Services contract includes any services necessary for the Government to satisfy its worldwide relay services for the life of the contract. The Office of Equal Rights is the within the Office of the Administrator and has the responsibility of ensuring that all FEMA staff, survivors, and our partners are able to communicate regardless of physical limiting factors. FEMA uses the web-based interpretation services at its HQ in Washington D.C. headquarters, ten Regional offices and Joint Field Office in the effected disaster areas. FEMA uses this service daily throughout the agency. The service is generally used during regular business hours, but the need must be met at all times in support disaster recovery efforts including nights, weekends and federal holidays. The purchase would be within North American Industry Classification System (NAICS) code, 517930 Translation and Interpretation Services and Primary Product/Service Code:� DG11 IT and Telecom- Other IT and Telecommunications.� Attached is a Draft Statement of Work.� Please review carefully and provide the following requested information.� Requested Information.� At a minimum, responses should provide the following information.� 1. Company Information (e.g. name, business address, point of contact, telephone number, e-mail address). Government Contracts of similar scope and number.� Also include current DUNS Number or CAGE Code; 2. Summarization of projects showing capabilities and past performance in the applicable areas and list relevant projects. (If government contracts please provide contract number and government Point of Contact) 3. Statement of current business size status (i.e. HUBZone small business concern, service-disabled veteran-owned small business firm, 8(a) contractor, woman-owned small business, small business, or large business firm). Also business size in relation to the NAICS code size standards assigned to this acquisition. 4. Responses are to discuss company's capability to complete the Specific Requirements/Tasks listed in Section III of the attached DRAFT Statement of Work (SOW).� Responses Submission requirements: 1. Page limit - one (1) 8 x 11 pages (front and back) 2. 1 inch margins (top, bottom, and sides) 3. Times New Roman font - 10 point 4. Page limitation does not include: 1 cover page or 1 letter of introduction 5. Do not include promotional materials Any proprietary information should be clearly marked. This Sources Sought is an advance notice for informational and acquisition strategy planning purposes only and is not a solicitation. This Sources Sought synopsis notice should not be construed in any manner to be an obligation to issue a contract, or result in any claim for reimbursement of costs for any effort you expend in responding to this request.
