Description
The proposed procurement is Full and Open Competition after exclusion of sources (Small business set-aside); NAICS: 561990, ""All Other Support Services"" with a size standard of $12M. Project Description: The U.S. Army Corps of Engineers (USACE), Baltimore District (NAB) has a requirement in support of DLA Installation Management, Environmental Management for Contractor support to assist in program management-related functions and to�provide environmental liabilities and audit expertise to the Restoration Divisions (DMER). This support allows DM-E to meet their responsibilities for execution of DLA�s�programs and satisfy Department of Defense (DoD) environmental liability and audit requirements. The requirement of this contract is to produce auditable financial statements, DM-E�must follow DLA policies and procedures on financial reporting. Audit findings show�that an integrated Financial Reporting (FR) process linking the elements of Planning, Programming, Budgeting, and Execution (PPBE) leads to auditable financial�statements. This procurement is a firm-fixed-price services contract utilizing the best value tradeoff process. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering the evlautions factors. Request for Information shall be submitted through ProjNet (Instructions can be found in the solicitation documents). Proposals shall be submitted in accordance with the solicitation and all amendments.� Vendors must be registered with the System for Award Management (SAM) database to receive a Government contract�award. Vendors must also be registered in the representations & certifications applications (included in SAM). Vendors�may register for SAM online at www.sam.gov or by calling 1-836-606-8220.�
