- �(i)������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)������� The solicitation number is 75N95022Q00080 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii)������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-03, with effective date January 1, 2022. (iv)������ The associated NAICS code 541380 Testing Laboratories and the small business size standard $16.5M. There are no set-aside restrictions for this requirement. DESCRIPTION (v)������� The National Institutes of Health (NIH) is the nation�s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people�s health and save lives. National Center for Advancing Translational Sciences (NCATS) is one of 27 Institutes and Centers at the NIH and its mission is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. The Division of Preclinical Innovation (DPI) within NCATS plans, conducts and uses both internal and contract resources to advance collaborative research projects across the preclinical phases of the translational science spectrum. The kinase LATS1 is of interest to NCATS in several different disease indications. Currently, there is no x-ray structure of LATS1. In order to further the current development of small molecule inhibitors of LATS1, a high-quality x-ray structure of the protein, both alone and in complex with small molecule inhibitors is required by NCATS. The X-ray structure will provide in depth structural information about the biophysical conformation of the protein. This structural information can be used to better design small molecule inhibitors of the protein. (vi)������ The NCATS DPI requires three (3) x-ray structures of the LATS1, both alone and in complex with two (2) small molecule inhibitor, in order to further the current development of small molecule inhibitors of LATS1, as per the specific requirements provided in the attached STATEMENT OF WORK. (vii)����� The Government anticipates award of a firm fixed-price purchase order for this requirement, and the anticipated period of performance is January 21, 2022 through January 20, 2023 (12-months). EVALUATION (xiv)���� The Government may perform a comparative evaluation of responses in accordance with FAR 13.106-2(b) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. The evaluation will compare: (a) Technical capability of the item offered to meet the Government requirement in accordance with the salient characteristics specified in the Statement of Work; (b) Price; and (c) Past Performance as defined under FAR 13.106-2(b)(3). If only one quotation is received it will be evaluated on the preceding. The government reserves the right to select a response that provides benefit to the government that exceeds the minimum; the government is not required to select a response that exceeds the minimum; responses may exceed the requirements; each response must meet the solicitation requirement statement at a minimum; and the government is not requesting or accepting alternate proposal(s). SUBMISSION INSTRUCTIONS (xv)����� Responses to this solicitation must include sufficient information to establish the interested parties� bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s), product description, and any other information or factors that may be considered in the award decision. Such factors may include: past performance, special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations.
