Description
NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 5), Huntington VA Medical Center located at 1540 Spring Valley Drive, Huntington WV, 25704 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under the authority of FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. ยง 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement: FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The Huntington VAMC has a requirement for Censis instrument tracking system (ITS) for Sterile Processing Service. The ITS shall include VHA OIT approved computers/workstations with waterproof keyboard and touchpad mice. Hardware to mount the computers shall be included. The Contractor shall provide scanners and stands, wireless FIPS compliant scanners, label printers with network capabilities and USB cables, laser get printer, and document scanners. The requirement shall include a camera and stand. The labels for the label printers and some ribbons shall be included. For the marking, all supplies such as electrochemical marking filter caps, electrochemical marking electrolytes, and electrochemical marking neutralizers shall be included. All CensiTrac software, licenses, and subscriptions shall be included. The requirement is for project management, on-site implementation, and training for the ITS project. In addition, marking for instruments that do not have marking is included in order for the proper tracking of the instruments. The marking services and supplies needed for the marking shall be included Only the products of Censis will meet the requirements of the Sterile Processing Service at the Huntington VA Medical Center. In a memorandum from the Deputy Under Secretary for Health for Operations and Management (DUSHOM) dated January 2019, the CensiTrac Instrument Tracking System (ITS) made by Censis Technologies is the defacto standard ITS that all facilities shall utilize . Thus, per policy, the Huntington VAMC must implement the system manufactured by Censis. Only Censis is capable of implementing the Censitrac system. No other companies can provide Censitrac software, equipment, licenses, and installation. The place of performance is Huntington VAMC, 1540 Spring Valley Drive, Huntington WV, 25704. This action will result in a firm-Fixed Price contract. The intended Contractor is Censis Technologies, Inc located at 4031 Aspen Grove Drive Suite 350 Franklin, TN 37067. The North American Industry Classification System (NAICS) for this requirement is, 511210 - Product of Service Code for this requirement is DA10. The Small Business Administration (SBA) size standard for this sector is $41.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. This notice of intent is not a request for quotations. All Interested parties who are responsible, certified, and capable may express their interest by providing a capabilities statement NLT January 17, 2022 at 3:00 PM EST.
