Description
U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) requires a contractor to establish a Young Adult Case Management Program (YACMP) for young adults (ages 18-19) to provide appropriate monitoring services for participating non-dangerous, low flight-risk young adults within a framework that promotes compliance with immigration obligations until removal or other resolution of their cases. Contractor-provided and/or contractor-facilitated community-based services tailored to individual participant needs will serve as a central means to monitor participants and to promote compliance with their immigration obligations. This program will not include GPS or other monitoring technology. The scope of this effort aims to promote compliance with participants� release conditions, including any required reporting to ICE ERO, immigration court hearings, and final orders of removal, while allowing them to remain in the community and maintain access to community services for the duration of the immigration process. This population of young adults ages 18-19 may not know when they are to appear in court, their legal rights and obligations, and may not be aware of possible community services that are available to them. Further, they are vulnerable to trafficking when there is no continued verification or confirmation of their safety. The role of the Contractor is to reduce friction with the immigration process and provide and/or facilitate referrals and access to services in the community so that participants remain compliant and engage with the immigration system and process. The tasks shall include: Implement a standard enrollment and case management process for all program participants. Develop and maintain a network of age appropriate and culturally sensitive community resources. Case Management and Social Service Referral Court Tracking Monitoring and Court Date Verification Maintain accurate addresses for all participants. Confirm enrollment in school. Inform participants of their legal rights, responsibilities, and obligations Transportation Assistance System, Data, and Record Management Application Programming Interface (API) Production Operations and Maintenance (O&M) Repatriation Support Reporting Note:� Draft PWS attached This procurement is expected to award a firm-fixed price single award and will have a one (1) year base period (inclusive of a 90-day transition) and four one-year option periods for a total potential period of performance of five (5) years. All required clauses, provisions and transportation requirements will be identified in the solicitation and resulting contractual instrument. The solicitation is expected to be posted on beta.sam.gov on or around January 31, 2022. However, prospective offerors should be aware that the procurement timeline remains subject to change by the Government based on mission needs and other factors. This synopsis does not commit the Government to pay, and the Government will not pay, any costs or expenses incurred by any prospective offeror in connection with the preparation or submission of an offer, nor does this synopsis commit the Government to contract for services or supplies. This notice does not constitute a request for proposal, request for quote, invitation for bid.� The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2, Synopsis of Proposed Contract Actions, in preparation for the release of the Request for Proposal (RFP).
