- This posted announcement is a Pre-Solicitation Synopsis of a proposed contract action in accordance with FAR Subpart 5.207. The Mission Installation Contracting Command - Fort Leavenworth intends to issue an Invitation for Bid (IFB) for a �Requirements type contract (FAR Subpart 16.503) for the acquisition of non-personal services to provide sump services for both in-ground grease trap tanks, and oil-water separator systems on Fort Leavenworth, hereby referred to as �Sump Services�. General Scope: Services consist of the Contractor removing all standing materials from each location�s system (Grease or Oil/Water), report findings, and performing requested waste characterization testing on demand, creating and submitting reports, invoices and any listed Deliverable in a manner consistent with laws, rules, regulations, and industry best practices and the PWS, in a timely and accurate manner. The North American Industry Classification System (NAICS) code for this work is 562119 � Other Waste Collection. The small business size standard is $41.5 million average annual revenue for the previous five years. This requirement will be a Total Small Business set-aside procured utilizing Sealed Bidding Procedures specified in FAR Part 14. The government anticipates an award will be made to a responsible bidder whose bid, conforming to the invitation for bids; will be most advantageous to the Government, considering only price and the price related factors included in the invitation. This anticipated contract will consist �of a Base Award Period of one (1) calendar year, and four (4) one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. The �total of individual task orders placed against the resulting Requirements Contract will be dependent upon the Government�s bona fide and available funding Fiscal Year to Fiscal Year. It is anticipated that the solicitation will be available Tuesday, January 18, 2022. The Pre-Proposal Conference is tentatively scheduled for 1:30pm CST, Tuesday, February 1, 2022 at the MICC Fort Leavenworth offices, with the site visit of representative sites to follow.
