- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation 80KSC022Q0002 is issued as a Request for Quotations (RFQ) using the commercial procedures in accordance with FAR Part 12 and 13. The source selection procedures are in accordance with FAR 13.106-2(b)(3) using price and other factors. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-03 The National Aeronautics and Space Administration (NASA), Kennedy Space Center (KSC) intends to solicit and award a Firm Fixed Price Contract for the Artemis Crew Transportation Vehicle(s). This solicitation is issued as Unrestricted and the North American Industrial Classification System (NAICS) code for this requirement is 336111 with a size standard of 1500 (employees). All applicable Federal Acquisition Regulation (FAR) and NASA FAR Supplement (NFS) provisions and clauses are contained in the SF 1449 80KSC022Q0002. Full text of clauses and provisions incorporated by reference may be accessed electronically at these addresses: FAR: www.acquisition.gov NFS: https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Evaluation In accordance with FAR 13.106-2(b)(3) and FAR 13.106-3, the Government will conduct a comparative evaluation of quotations based on price and other non-price factors.� The Government will award a contract resulting from this Request for Quotation (RFQ) to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated using a Price Performance Trade-Off (PPTO) technique to make an overall best value Government award decision. Under the PPTO technique, evaluation and selection for contract award will be based on two factors. Those factors are (i) Past Performance and (ii) Price. For purposes of selection, Past Performance and Price are approximately equal in importance to each other and may be traded off, one against the other. See 52.212-2 Addendum Evaluation � Commercial Items (Oct 2014) contained in the SF1449 found attached to this announcement. Offerors shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications with its offer. FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items, applies to this acquisition. All other additional submission requirements for this acquisition can be found in the attached SF 1449. Failure to submit any of the information requested by this solicitation may be cause for unfavorable consideration. NASA Clause 1852.215-84, Ombudsman, is applicable.� The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html �� This posting, in addition to any attached documents, will be available on www.sam.gov. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). All contractual and technical questions shall be submitted electronically via email to Anthony Islas, Contracting Officer at anthony.islas@nasa.gov. The Government will answer questions received up to ten (10) days after the release of the solicitation and will provide responses to interested parties via an amendment to the solicitation. Questions received after this date may not be answered. Telephone questions will not be accepted. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Failure to submit a complete electronic proposal by the due date and time specified for this RFQ shall result in the proposal being considered late, and shall be handled in accordance with FAR 52.212-1 Instructions to Offerors - Commercial Items (NOV 2021). Offers for the items(s) described above are due by 11:00 am Eastern on February 28, 2022 and shall be submitted in accordance with NFS 1852.SOL-INS-1 Electronic Submission of Proposals � Proposal Marking and Delivery Through NASA�s EFSS Box (NOV 2021) contained in the SF1449 found attached to this announcement.
