Description
Request for Information: Deployed Tele-Radiology System (DTRS) and Theater Image Repository (TIR) THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Defense Health Agency�s (DHA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) anticipates issuing a Deployed Tele-radiology System (DTRS) / Theater Image Repository (TIR) sole source contract modification to Nexsys Electronics, Inc. DBA Medweb. This action is necessary to ensure continuity of DTRS / TIR commencing in June 2022 for a minimum six-months performance period with an optional six-months performance period. The future requirement, anticipated to be competitively solicited, is contemplated to be in the form of a new business model, such as Software as a Service (SaaS), to support Teleradiology. These details will be provided in the future via a separate RFI or SSN as planning of a follow-on contract matures. Responses relating to the future contract are not being requested at this time. The existing DTRS / TIR contract provides in-theater systems support services for DTRS, a commercial-off-the-shelf (COTS) product from Medweb, and associated systems engineering and operational support to the TIR on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS) and the Joint Operational Medicine Information Systems (JOMIS) Program Management Office (PMO). The sole source modification will ensure the continuation of theater systems support services to enhance the quality and timeliness of support for users of the deployed theater imaging capability and availability of stored images to medical treatment decision makers and facilities in which patients require follow-up treatment. The current DTRS is deployed in DoD level II and level III Military Treatment Facilities (MTF)s in CENTCOM AOR. Services include on-site systems engineering and operational support to the TIR. The TIR is a centralized Digital Imaging Communication in Medicine (DICOM) repository, with sufficient storage to cover current and projected theater imaging volume. The TIR is located in Landstuhl, Germany. The TIR retains all images acquired from the deployed environments and shall act as a query node for external Picture Archiving Communication Systems (PACS) and Healthcare Artifacts and Imaging Management System (HAIMS), as well as sending clean studies to the Enterprise Clinical Imaging Archive (ECIA) and Dental Archive. The contractor provides Medweb products and service support to in-theater (local) systems administrators for systems operations and sustainment of deployed and newly installed DTRS systems, and transfer of systems to other geographic locations as needed to support changes in location of medical facilities in the United States (US) Central Command (CENTCOM) Area of responsibility (AOR) and additional AORs as deemed by future Operational Strategies. DHMS-CD is issuing this RFI for planning purposes and for assistance in determining whether reasonable alternatives to a non-competitive contract modification exist to ensure continuity of support pending the contemplated future competitively awarded follow-on contract using an alternative business model. Interested parties may submit a written response stating how they would timely and effectively without interruption fulfill the requirement and include appropriate documentation describing their experience in providing such services. The written response should provide sufficient detail to allow for an assessment by the Government without the need for additional information. Additionally, the response should include the business size/if applicable small business socioeconomic size related to the North American Industry Classification System (NACIS) code stated below. The applicable NAICS code is 541511 Custom Computer Programing Services (size standard of 30 million dollars) and the applicable Product Service Code (PSC) is DA01 Please send responses to Sharjeel J.
