Description
This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response.� This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition.� NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested.� No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST�s use of such information.� NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.� In the absence of such identification, NIST will assume to have unlimited rights to all technical data provided in the response. � NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. � NIST is seeking information from sources that are capable of providing one (1) Ti:sapphire laser system. Summary of Requirements: The National Institute of Standards and Technology (NIST), Radioactivity Group performs elemental and isotopic measurements in part to provide customers with NIST Standard Reference Materials (SRMs) and proficiency testing (PT) samples and to develop analytical methods used for isotope and element analysis. The customers require the sensitivity offered by mass spectrometry techniques for radio-elemental and isotopic value-assignment. To achieve the necessary accuracy and precision required for these analyses, NIST uses a Thermo ELEMENT2 high resolution inductively coupled plasma mass spectrometer (HR-ICP-MS). The optimal and continual operation of this instrument is critical to the delivery of SRMs and PT samples for the nuclear forensics community for national security and for medical isotope standards. The Contractor shall provide a service agreement for the Inductively Coupled Plasma-Mass Spectrometers (HR-ICP-MS) and Thermo water chiller: Element2 Serial # SN04148E. Service and maintenance shall include one on-demand on-site service visit performed during regular business hours in addition to one scheduled preventive maintenance (PM) visit per year. Covered expenses shall include all parts (excluding consumable items), labor, travel, and per diem Contract Line Item Number (CLIN) 0001:�The Contractor shall provide all support for equipment, administration and technical execution of this contract.�The Contractor is responsible for maintaining accurate records of maintenance and repair activities.�The Contractor shall perform the following tasks for the HR-ICP-MS listed in the Statement of Work (SOW) below:� Preventive Maintenance (PM)� Provide one (1) preventive maintenance (PM) visit each year of the service agreement.�The PM includes needed PM parts.� Scheduling of the visits shall be consistent with the maintenance requirements of the instrument as detailed in the service and user manuals for the equipment.�� Preventive maintenance (PM) visit shall occur during NIST�s regular business hours.�The NIST designated representative shall contact The Contractor to schedule a mutually acceptable date and time for the preventive maintenance (PM) visits.�The scheduled maintenance visits may be made at the same time as an unscheduled visit for corrective or other action if such a visit occurs within one month before a scheduled preventive maintenance (PM) visit.�All visits must be scheduled, in advance with the NIST designated representative.� System Enhancements� Provide firmware/software updates�for the purposes of instrument optimization not later than 60 days after any such upgrade is released.�� Prior to completion of the installation, the Contractor shall test the equipment, review the equipment�s performance, and take whatever steps are necessary to ensure the equipment is functioning in accordance with manufacturer specifications.��� Service Calls� Respond to a request for service call in the event of instrument failure which requires immediate repair.�The contractor shall provide travel, labor, and any factory-certified parts that require replacement.�� Respond to service calls Monday through Friday, during regular business hours only.�A service technician will provide on-site service at NIST Gaithersburg within a maximum of�3�business days response time after the call is placed.�No weekend service visits shall be required.� If�the Contractor is unable to resolve the problem during the service call, the Contractor shall provide telephone support and on-site support as needed to expedite a solution for NIST.�� Responsible to obtain all parts required for all repairs and maintenance.�The Contractor shall make a reasonable effort to secure parts within 24 hours after identifying the need for a replacement part for the covered equipment.�� All repairs must result in the ICP-MS�s meeting manufacturer�s specifications.�� Any parts or components removed for replacement shall become the property of the Contractor unless otherwise agreed to by the parties.�The Contractor shall remove the parts from the NIST campus at the time of the service�call or�provide shipping instructions and return shipping information that NIST may return the parts to the Contractor within 3 days after the service visit is completed.�The Contractor shall assume all charges and liability for all shipments.�Clarification: Should a part need to be replaced and that part is determined to be contaminated, NIST will dispose of the item and the contractor will order a replacement at US list price. No core rebates will be provided for items deemed to be contaminated.� Service Conditions� All service provided under this agreement must be provided by trained personnel who are fluent in the operation of the covered equipment.�� Service must be rendered on-site at the NIST Gaithersburg, MD campus for HR-ICP-MS unless otherwise agreed by the parties.�� All parts shall be approved for use with the instrument�and�shall be Thermo Scientific�factory-certified�parts.�The Contractor shall only employ tools, instruments, software, test apparatus, methodologies, techniques, and practices approved for use with the instrument by the�manufacturer.�The service protocols and instrument specifications shall be�always adhered to.�� Telephone Support� Provide telephone support for the covered equipment during regular business hours.�� Telephone support must include response to questions about operating practices, application use, and service issues that can be diagnosed and resolved over the telephone.� This will include four (4) �twelve (12) month OPTIONS to start after the completion of CLIN 0001�s period of performance AND with execution of a modification to exercise the option Contractor�s Minimum Qualifications� The Contractor shall provide original equipment manufacturer certified engineers or technicians during the performance of this requirement.�Contractor personnel must be US citizens to access the NIST, Gaithersburg, MD campus.� NIST is seeking responses from all responsible business sources to include small businesses. Small businesses are defined under the size standard of 22 million revenue associated with the applicable NAICS code, 811219- Other Electronic and Precision Equipment Repair and Maintenance. Please include company�s size classification and socio-economic status in any response to this notice. Interested parties shall describe the capabilities of their organization as it relates to the requirements described herein.� Businesses able to provide the requested equipment are directed to email a detailed response describing their capabilities to tracy.bisson@nist.gov no later than the response date for this source sought notice. The report shall include any information relevant to the organization�s capabilities to meet the requirements detailed in Summary of Requirements. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of company/companies that are authorized provide product, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Number of days, after receipt of order that is typical for delivery of product. 4. Indication of whether the product is currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 5. Indication of whether the product proposed is a commercial item, currently offered in the market place.� 6. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 7. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of twelve (12) pages in MS Word or PDF format. NIST invites all interested vendors to submit any questions or comments regarding the Draft Summary of Requirements via email to tracy.bisson@nist.gov within 3 calendar days of the posting of this notice. NIST intends to then post an amendment providing responses to any questions received. Official responses to the Sources Sought Notice shall be submitted by January 20,2022 at 11:59 pm EST.
