- The United States Government (USG), Army Contracting Command - Redstone Arsenal (ACC-RSA) is seeking sources for continued production of the Radar Electronics Unit (REU) portion of the Fire Control Radar (FCR), Mast Mounted Assembly (MMA) �and the Unmanned Aerial System Tactical Common Data Link Assembly (UTA). The REU is the brains of the FCR thus; it must replicate legacy mode performance while providing additional capacity for system enhancements for extended range and maritime operations. It should be an open system architecture design that provides for a detail binary digit program and host translated software on Commercial Off-the-Shelf (COTS) processors. This effort should be designed and produced using language software. The UTA system must provide the aircrew with a Tactical Common Data Link (TCDL), which is a communication standard for the Apache E Model aircraft used to control the Unmanned Aerial Vehicle (UAV) and to send and receive high-bandwidth data, including digital compressed video. The system must provide Level 4 UAV control. The system must be mounted above the Apache Rotor System and conform to all the Center of Gravity and weight above the rotor system of the Apache. The USG intends to use the information gathered through this sources sought to determine the best acquisition strategy for this procurement. The USG is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Apache Sensors Product Management Office (PMO) seeks qualified vendors to provide conceptual papers, design information, technology availability, maturity, identification of risk, product descriptions, support requirements, reliability data including Mean Time Between Failure (MTBF) data addressing all or any part of the requirements or discussion points detailed above. Additionally, the Apache Sensors PMO is seeking sources with a strong background, history and/or past performance in streamlining and facilitating rapid acquisition, addressing obsolescence, enhancing USG-contractor interactions, and comprehensive cost controls. Responders shall provide their product's Technology Readiness Level (TRL) number and back it with evidentiary data. Interested vendors are encouraged to provide substantiated evidence of their capabilities and successes in the areas cited above. The selected contractor shall be capable of furnishing all required labor, material, facilities and equipment to accomplish, test, preservation and packaging, and return to the government in a completely serviceable/like new condition at the unit prices established at the time of a contract award. The contractor will be responsible for recurring and nonrecurring engineering services associated with becoming a qualified source. Additionally, the selected contractor will be responsible for supply chain management, logistics, forecasting of parts, long-lead parts procurement, reparable forecasting, obsolescence issues and delivery of serviceable assets. The submission of this information is solely for informational, market research, and planning purposes and is not a request for competitive proposals or quotations. The USG will not reimburse contractors for either effort or associated costs to respond or for any information provided. This notice does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This notice does not commit the Government to contract for any supply or service whatsoever. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests.�All costs associated with responding to this notice will be solely at the responding party's expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued.� Responses to this notice are not offers and cannot be accepted by the USG to form a binding contact. It is the responsibility of the interested parties to monitor the Contract Opportunities site (https://beta.sam.gov) for additional information pertaining to this notice. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.� Interested parties who consider themselves qualified to perform the above listed service are invited to submit a response within fifteen (15) days after release of this sources sought request. Follow-up discussions may be conducted with respondents.� It is desirable that data be received with unlimited rights to the Government. Nevertheless, the USG recognizes that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.
