- The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing laboratory support services for the Center for Nanoscale Science and Technology (CNST) NanoFab laboratories. The NanoFab is a shared resource accessible to researchers from industry, academia, NIST, and other government agencies that provides researchers with rapid access to state-of-the-art, commercial nanoscale measurement and fabrication tools and methods, along with associated technical expertise, at economical hourly rates. It is well equipped to process and characterize a wide range of nanoscale materials, structures, and devices. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a service agreement for preventive maintenance and emergency service for the three Thermo Fischer Scientific (FEI) instruments.� This requirement is anticipated for Fiscal Year 2022. BACKGROUND The CNST NanoFab consists of a 19,000 sq. ft. cleanroom with 8,000 sq. ft. of class 100, and several other temperature and humidity controlled labs outside of the cleanroom.� There are physical and exposure hazards present in most labs and the cleanroom has an NFPA hazard rating of 4-health, 4-flammability, 4-instability.� Access to the NanoFab cleanroom and laboratories requires a one-hour online safety training with quiz and a one hour in-person safety orientation tour.� Access to the NIST campus requires a background security check. All activities in the cleanroom shall conform to the requirements outlined in ISO specification 14644, Cleanrooms and Associated Controlled Environments. The types of services required are: General lab cleaning of the class 100 cleanroom and non-cleanroom laboratories. Vendor must have at least one year of experience working in a class 100 cleanroom and have the ability to work within cleanroom protocol requirements including appropriate gowning, cleaning methods, cleaning supplies, and cleaning techniques as outlined in ISO specification 14644, Cleanrooms and Associated Controlled Environments. Stock chemicals. Load chemicals from receiving location, un-package, check into chemical tracking system, and stock in laboratory chemical cabinets. Remove chemical waste. Unload used chemicals that are in sealed containers from laboratory point of use to chemical waste accumulation site, document chemical list, initiate chemical pickup through internal NIST website. Clean and restock chemistry glassware. Take lab ware from dirty dish cart and run through cleanroom dishwasher then return lab ware to stocking cabinet in lab. Take weekly inventory of supplies. The CNST NanoFab inventories a variety of chemicals, lab supplies, safety supplies, and user supplies to maintain the laboratories ready to support its users.� These items must be inventoried to determine usage rates and trigger reorders.� Inventories will be taken weekly and entered into a spreadsheet. Test laboratory Once a month, each cleanroom lab must have the airborne particle count tested to ensure proper operation of the environmental controls. This data is entered into a spreadsheet. Once a month, each safety eye wash station must be tested and the test date recorded on the safety tag at each station. Maintain laboratories Each lab both inside and outside of the cleanroom must be serviced to ensure the area is clean and stocked for users.� Activities include: Check and refill gowning supplies. Check and refill safety supplies. Check and empty trash cans. Check and refill texwipes. Check and restock chemicals. Change out safety garments weekly. Wipe down horizontal surfaces. Vacuum, sweep, or tacky roll floors/walls as needed. After results of this market research are obtained and analyzed and specifications are developed for a vendor that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order.� If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 561720 � Janitorial Services, as those domestic sources with $19.5M or less. Please include your company�s size classification and socio-economic status in any response to this notice.� Companies that can provide these specialized services, compliant with ISO specification 14644 are requested to email a detailed report describing their abilities to forest.crumpler@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(s) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to forest.crumpler@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
