Description

The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Evidence Partners Inc., 505 March Road, Suite 450 Kanata, ON, Canada, K2K 3A4 for DistillerSR professional subscription. The Distiller SR software program subscription provided by Evidence Partners is the most widely used software program for conducting evidence-based literature searching, screening, and extraction. Other federal agencies also use this software because of its enhanced capabilities to upload and organize large numbers of references, combined with a machine-learning based prioritization algorithm that organizes references most likely to be relevant for earlier review. Use of this software will allow us to collaborate with other Federal Agencies on projects of mutual interest where multiple agencies are working on the same chemical, chemical class, or product group. All of CPSC�s partner agencies have chosen this software for this kind of work. Other software programs have some but not all of these features, making DistillerSR the only vendor to meet the needs of CPSC. Research was completed on available software subscriptions and no other software from available companies can meet CPSC�s requirements. CPSC intends to negotiate this requirement under the authority of FAR 13.106-1(b) and 41 U.S.C.3304(a)(1). The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures.� Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.� This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) business days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.� Any quotation/response must be in writing and can be sent via email to the Contract Specialist at rbeechum@cpsc.gov by 3:00 pm Eastern Time, January 27, 2022. No phone calls will be accepted.�
