Description
The American River Common Features 2016, Sacramento River East Levee (SREL) Contract 4 Project is located within the City of Sacramento, California, along segments of the Sacramento River East Levee (SREL) to the west and south of downtown Sacramento. The combined length of the levee segments to be remediated under this contract is approximately 1.2 miles. The full scope of work is covered by the Plans and Specifications and other Contract Documents. The Contractor must furnish all labor, material, equipment, quality control and supervision required to complete the work. The work includes, but is not limited to, providing and maintaining all temporary facilities; implementing Stormwater Pollution Prevention Plan requirements; �complying with all applicable permit requirements and environmental mitigation measures for the Project; developing staging areas designated for Contractor's use to the extent needed; coordinating with Agencies and stakeholders as necessary; constructing cutoff walls, and berms in the locations shown on the Plans; constructing and modifying floodwalls in the locations shown on the Plans; researching, potholing, removing and replacing existing utilities as shown on the Plans and as needed to perform the work; protecting existing utilities, reusing excavated soils that meet specification criteria for reuse as levee fill; importing soil for levee fill as necessary; managing and disposing of excess excavated soils; removing all temporary facilities; and restoring and vegetating all disturbed areas. The attachments to this notification are the DRAFT 65% DESIGN DRAWINGS and DRAFT 65% SPECIFICATIONS. These draft files are preliminary and still subject to change and refinement, and as such may not represent what the final design will consist of at time of solicitation (later in calendar year 2022). The Government�s intent with this posting is to obtain industry input on any or all portions of the attachments to include, but not limited to, needed clarifications, ideas for best practice implementation, updated methods and technology, etc. General feedback is requested and welcome and specifically we are looking for focused feedback on the following: Construction Levee raise or flood wall construction in constricted area (Stations 1032+50 to 1033+00, for example) Use of Secant Pile or Jet Grout cutoff wall construction methods at Westin/Scott�s Seafood (Stations 1243+75 to 1245+04). This is a historic levee breach location and the levee foundation includes large diameter debris (potentially 2+ feet in diameter). Staging area sizing and locations Schedule The levee degrade and reconstruction need to be completed outside of the flood season between 15APR23 � 31OCT23, with all cutoff wall completed and levee reconstructed not later than 30SEP2023. Availability of Material/Equipment Identification of any material and/or equipment that may be limited/scarce/have high demand Borrow/Disposal Sites Maximize competition and ensure approval to include all NEPA/CEQA/Section 106 clearance prior to 15APR23 Possibility to use excavated riverbank material from USACE levee erosion protection project on north bank of American River around H street bridge as a borrow site. This dialogue will allow for a more defined solicitation, should one be issued. THIS IS NOT A SOLICITATION, no proposals will be accepted, and no award will be made from this notice. � An Industry Day and site visit is being planned for this announcement on or about 25JAN2022.
