SDVOSBC Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14)
 
Description
Homestead ARB proposes to award a new Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Commercial Contract for Base Operations Support (BOS) Services. The resulting contract will be for a maximum period of 15 months, a phase-in period (mobilization) (1 Mar 2022 - 31 Mar 2022) in accordance with FAR Clause 52.237-3, Continuity of Services; a base period (1 Apr 2022 � 31 Mar 2023); and a phase-out period (de-mobilization) (1 Apr 2023 � 31 May 2023) IAW FAR Clause 52.237-3, Continuity of Services. An immediate, short-term contract is necessary due to extenuating circumstances projected to leave Homestead ARB without mission essential contract support by 28 Feb 2022. Therefore, the Government intends to procure interim BOS services immediately through a short-term, limited competition, IAW 6.302-2 � 10 USC 2304(c)(2), Unusual and Compelling Urgency. A redacted copy of the approved J&A is attached. The selection criteria used to select the limited competition vendors listed below stems from their extensive technical capabilities and experience associated with AFRC BOS services and with at least four (4) years of successful BOS Services performance at two (2) or more AFRC installations, demonstrated through present or previously awarded AFRC BOS source selections within the last 5-15 years and participating in the Service-Disabled Veteran-Owned Small Business (SDVOSB) program. The selected vendors have successfully demonstrated the ability to provide BOS Services critical to keeping AFRC installations operational to support AFRC mission requirements. The vendors for the limited competition were determined capable to provide immediate proposals and perform these mission essential services for Homestead ARB by 28 Feb 2022. The four vendors (in no particular order) are as follows: Criterion Corporation Data Monitor Systems, Inc (DMS) Pegasus Support Services LLC Phoenix Management Inc This will be a price-only competition. Additional items will be required with the proposals to help determine contractor responsibility and responsiveness; phase-in and phase-out plan, see FAR 52.212-1 and FAR 52.212-2 for details. Offerors are cautioned to read the documents in their entirety and make note of all changes, including, but not limited, the contract will now be a commercial IDIQ contract, Phase-in/Phase-out (mobilization/de-mobilization) periods of performance have been added, cost-reimbursement type CLINs are no longer included, etc. All workload requirement estimates stated in the solicitation are current and have been validated as correct as of the date of the RFP release. Offerors should not assume errors in the workload requirement estimates and, thus, depend on submitting Requests for Equitable Adjustments after award. If an offeror has any questions regarding workload requirement estimates, it is recommended that offerors submit questions pertaining to workload requirement estimates as again, offerors should not assume errors in the workload requirement estimates and depend on submitting Requests for Equitable Adjustment after award. All Government Furnished Property (GFP) lists provided in the solicitation are current and validated as correct as of the date of the RFP release. Offerors should not assume errors in the GFP and, thus, depend on submitting Requests for Equitable Adjustments after award. If an offeror has any questions regarding GFP, it is recommended that offerors submit questions pertaining to GFP as again, offerors should not assume errors in the GFP and depend on submitting Requests for Equitable Adjustment after award. Offerors are further cautioned to understand GFP provisions/clauses and required management of GFP. Any equipment, facilities, etc., determined to be required for performance of this requirement but is not identified as GFP, shall be the responsibility of the offerors. There will be no GFP above and beyond the GFP identified in this solicitation.
