Description
This Request for Proposal (RFP) is seeking to award multiple Task Order agreements to Contractors for construction, design, and/or design build projects from projects at USDA facilities in Washington DC and Beltsville, MD. This solicitation and resulting contract shall follow the policies and procedures in accordance with Federal Acquisition Regulation (FAR) Part 36. For the purposes of this solicitation, the Government will utilize a Two-Phase advisory down-select evaluation process. In Phase 1, interested Offerors will submit Offeror business information, financials, proof of bonding capacity and past project experience for review and consideration by the Government. Offerors who do not submit a Surety letter meeting the minimum amounts of $4M single and $10M aggregate will be considered a non-responsive submission.� Non-responsive responses will not compete in Phase 2 and will not have their prior experience evaluated.� The Government will evaluate the performance capability proposals in accordance with the criteria described herein. Offerors meeting the bonding capacity requirements and with highly competitive Prior Experience will be sent an Advisory Notice inviting them to participate in the Phase 2 proposal process. An estimated six (6) Offerors will be invited to participate in Phase 2, but the number of Offerors invited will be made at the Government�s sole decision. �Based on the quality of offers received, the Government reserves the right to forego the advisory down-select process. Based on the information submitted, an Advisory Non-Recommendation Notice will be sent to Offerors unlikely to be a viable competitor. The intent of this distinction is to minimize proposal development cost for those offerors with little or no chance of receiving an award. However, notwithstanding the advice by the Government in response to their Phase 1 submission, all responsive offerors in Tabs A through E may choose to participate in Phase 2. In Phase 2 of this process, the Government will evaluate past performance, team organization, key personnel & approach, price factors and oral presentations.� Those Offerors selected for Phase 2 will be provided the technical requirements package for the project after the completion of Phase 1.
