Description
This is NOT A REQUEST FOR PROPOSAL.� This is a request for information for planning purposes only.� The Federal Law Enforcement Training Centers (FLETC), Glynco, Georgia, an agency of the U.S. Department of Homeland Security, is conducting market research for the following requirement: Transportation Services. The purpose of this request is to gather information with regard to industry interest, capabilities, and qualifications of firms that qualify under the Small Business Programs outlined in Federal Acquisition Regulation (FAR) Subpart 19 and have the requisite experience and skills to support the contract as a prime contractor.� �� The Contractor shall provide all management, methodology, administration, personnel labor, services, equipment, and supplies required for the operation of the Transportation Motor Pool (TMP), located at Building 101, at the FLETC, Glynco, Georgia. Services include, but are not limited to:� provide TMP operation services 24 hours a day, seven (7) days a week; fleet management of Government owned vehicles (GOVs) and equipment to include schedule changing to support training, issuing and dispatching functions,� preventive� maintenance of GOVs to include providing tools, supplies, and parts for this service, car wash cleaning and cleaning additives supplies to operate the carwash, inspect vehicles prior to each dispatch to ensure safe operating conditions; clean; top off fuel and fluid levels; and inspect for damages before and after each use.� On-center shuttles in support of class training; inclement weather shuttles; on/off center shuttle transportation for remote training facilities and various airports; shuttle bus services for recreational trips and tours for students, staff, and visitors within a 300-mile radius and door-to-door transport services for handicapped students and staff.� Provide and operate communication devices which enable two-way communication within a 300-mile radius; provide and maintain all buses/transport vehicles required to perform this service and various ancillary support services in support of training at the FLETC, Glynco, Georgia.�� The anticipated contract will be a single award, firm-fixed price contract with a base period of 12-months (phase-in will be approximately 21 days before full performance is anticipated), and four (4) 12-month option periods.� The North American Industry Classification System Code (NAICS) is 485113 and the Small Business Size Standard is $14 million.� All interested parties are invited to submit a capabilities statement to include three projects of a similar nature within the last five years that are relevant to the work that will be required under this project.� Capabilities statements shall be limited to 3 pages (8 �� X 11�, single spaced) or less and provide information on the following: Synopsis of contractor capabilities, past performance, and experience information for contracts similar to the services listed. Company size:� Small; HUBZone; 8(a); Small Disadvantaged; Woman-owned; Service-Disabled Veteran (include all socio-economic areas for which your firm qualifies). Contact information for each project cited to include name, e-mail, and phone number. Your capabilities statement shall be e-mailed to Sheila Henley, Contract Specialist, Federal Law Enforcement Training Centers, at SheilaHenley@fletc.dhs.gov.� Responses are due February 04, 2022 by 2:00 p.m. (ET).� No telephone calls will be accepted.� This synopsis is for information and planning purposes and is not to be construed as commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to this request for information or Government use of any information provided. Analysis of the quantity and quality of responses to this request for information will be heavily weighted in the market research being conducted, and in the making of any small business set-aside determinations for this requirement. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this procurement.�
