- The US Department of Labor, Office of Job Corps, has a requirement for a qualified firm to provide design/build services for the Renovation of Building 31 Interior and HVAC System at the Cascades Job Corps Center located in Sedro-Woolley, Washington.� THIS IS A SOURCES SOUGHT NOTICE.� In accordance with the Federal Acquisition Regulation (FAR) 10.002(b)(i), this notice is issued for the purpose of conducting market research.� Market research is being conducted to determine if there are potential businesses with the capacity and experience to perform the required work.� This is not an Invitation for Bid or Request for Proposal. This is a request for information and not a request for proposal; submission of any information in response to this market survey is purely voluntary. The government will assume no financial responsibility for any costs incurred. The full extent of the work will be described in the solicitation, which may follow at a later date.� However, a summary of the services to be performed are provided as follows.� This work requires design/build services for the installation of HVAC equipment, electrical upgrades, structure improvements and improvements to the interior painting and flooring finishes at Building 31 at the Cascades Job Corp Center.� The four previous hard trade vocational training shops located within Building 31 are currently being used as Information Technology (IT) classrooms requiring stand-alone air conditioning for the this building.� The heating source is low-pressure steam provided by a central heating plant.� The existing heaters are hydronic fan units that are too noisy for classrooms and require replacement.� The existing ventilation system shall be assessed to determine the need for replacement based on ventilation load and noise constraints.� Electrical loads for existing and proposed equipment must be calculated and a determination made if an increase in the size of the existing electrical service is warranted. Interior walls will be repaired and repainted and interior floor coating will be installed. Design services for the project include, but are not limited to, field investigation and assessment of the existing building, determination of projected HVAC loads, corresponding projected electrical loads, design documents, SHPO coordination, and permitting. Design must be consistent with the requirements of the SHPO, the Port of Skagit and local building codes and requirements. The estimated price range is between $1,000,000 and $5,000,000. Firms interested in this requirement are requested to submit a statement of qualifications.� Your statement of qualifications should demonstrate the capacity of your firm to provide the services described above, and should include the following information: 1.� Previous projects of similar scope and value Your submittal shall demonstrate that your firm has performed design/build services on two or more historic building renovation projects incorporating HVAC retrofit, electrical system upgrades, structural upgrades and modifications, and interior renovations with a $1,000,000 to $5,000,000 constructed value within the five years. Include at least one project incorporating hazardous materials remediation performed by your firm within the last five years. 2.� Project Location Your project examples shall include three or more projects completed that are located in the region where this work will be performed, indicating a familiarity with state and local codes, environmental conditions, economic conditions and experience with local design consultants. Your previous project examples shall include the location of the project (City and State), the project owner, a brief and concise description of the project scope, specialty design consultants employed, and a comparison of the construction budget versus the contract award, and final amount. 3. Cost control, project schedule, safety and quality work Your previous project examples shall demonstrate a proven record of excellent performance by completing projects on or ahead of schedule.� Using the previous project examples include the Contract Award/NTP date, the original contract completion date and the actual contract completion date for each project. Include with your submission those project that demonstrate a proven record excellent performance by reducing cost and completing projects on or below budget.� Using the previous project examples indicate the contract award amount, the final contract value, and the percent of change order value relative to the construction value for each project. Contractor has established Safety and Quality Control procedures and protocols consistently applied to all projects. 4. Financial Capabilities Your bonding capacity shall also be included with your submission.� Please provide your� aggregate and per project bonding, capacity limits. Your project examples shall include the location of this project, the project owner, a brief description of the services performed.� Your synopsis should also include the date of contract award, the original and final date of contract completion.� Using the previous project examples indicate the original contract price and final contract value. The government will evaluate the information received in response to this notice to ascertain potential market capacity to provide services consistent in the scope and scale with those described in this notice and otherwise anticipated; and to secure and apply the full range of corporate and financial, human capital and technical resources required to perform similar requirements. Your submission should not exceed 10 pages.� Your response to this Notice is due no later than January 28, 2022 by 2:00pm EST and shall be submitted to Eileen Garnett, Contract Specialist, US Department of Labor/OASAM/OSPE/JCAS, A/E and Construction, garnett.eileen@dol.gov.
