Description
Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide switches that have equal performance and listing/approval requirements as the Cisco Industrial Ethernet 4000 Series and Cisco CGS-2520 Switches. The existing NAVFAC Hawaii cybersecurity/smartgrid solution serving the project is a secured network, Control System Platform Enclave (CSPE), consisting of proprietary hardware and software including hosting the WebCTRL ALC system. The NAVFAC Hawaii CSPE is part of the NAVFAC enterprise solution to cybersecure all NAVFAC maintained industrial control systems. As part of this project, the Government needs to expand the existing CSPE WebCTRL System to include the new programmable controllers, routers and software. In order to be complete and usable, the system provided needs to be of identical make/model of the existing network as to maintain the networks cybersecurity Authority-to-Operate (ATO). The expansion of the CSPE requires approximately thirty (30) switches with the following characteristics: Cisco Industrial Ethernet 4000 Series Four, eight, or 16 10/100 Base-T Ethernet ports (Small Form-Factor Pluggable [SFP] downlinks on selected models); fixed configurations with a compact form factor Dual-input DC power supply, alarm relays, DIN rail mount Industrial Power over Ethernet (PoE) solution Two gigabit combo ports: SFP (100 Mbps and 1 Gbps) or RJ45 uplink 802. 1x, port security, and DHCP, dynamic port-based authentication; Secure Shell (SSHv2); SNMPv3 provides encrypted administrator traffic during Telnet and SNMP sessions; TACACS+ and RADIUS authentication facilitate centralized control and restrict unauthorized users. Resilient Ethernet Protocol ring and PROFINET Media Redundancy Protocol (MRP) Cisco Industrial Ethernet CGS-2520 Twenty-Four 10/100BaseTX ports and two dual-purpose Gigabit Ethernet uplinks (dual-purpose Gigabit Ethernet uplinks allow the user to activate either copper or fiber media). Dual-input DC power supply, alarm relays, 1-unit rack mounted modular design Industrial Power over Ethernet (PoE) solution Two 10/100/1000BaseTX ports and two 100/1000 Small Form-Factor Pluggable (SFP) ports on board. The user can select two fiber ports, two copper ports, or a combination of fiber and copper ports. The Layer 2 LAN Base image is included. 802.1x, Layer 2-Layer 4 access control lists (ACLs), port security, protected port/private VLAN, UNI/ENI default control traffic shut down and configuration file security. Resilient Ethernet Protocol (REP). Convectively cooled low maintenance design This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures. Please submit complete information via email to Ms. Jenifer Buck via electronic mail at jenifer.m.buck.civ@us.navy.mil no later 31 January 2022 at 3:00 p.m. H.S.T. Information received after the due date/time will not be considered. Any information provided to the Government in response to this RFI will become U.S. Government property and will not be returned.
