Description
This synopsis/solicitation notice is a request for proposals for a Non-Personal Service Contract for a Contractor to provide registered nurse services for the Med Surg. Department, Northern Navajo Medical Center, Highway 491 North, Shiprock, New Mexico, 87420 - Navajo Area Indian Health Service (IHS) throughout the duration of the contract period of performance.� Services shall be performed in accordance with the attached Performance Work Statement (PWS).�� Refer to the PWS and the Position Description for specific duties. There are 3 nurse (s) to fill with contact nurses. This Request for Quote (RFQ) is Unrestricted for a Non-Personal Service Contract per FAR 37.401(a) for RN services to be performed at the Northern Navajo Medical Center, Shiprock, New Mexico of the Indian Health Service (IHS).� The tasks to be performed are cited in the attached Performance Work Statements. The Period of Performance will be issued as Base plus Option Periods: Base Period: Date of Award through 8/31/2022 1st Option Period: 09/01/2022 through 02/31/2023 Schedule: 12 hour rotational (day and night) including weekends and Federal Government Holidays.� DUTIES/QUALIFICATIONS: The RN needs to know the care of telemetry patients, care of post-operative patients, those patients requiring blood product administration, and use of routine equipment (SCD machines, PCA pumps, IV pumps, etc.) and be competent to assist with bedside procedures (lumbar puncture, thoracentesis, paracentesis, placement of central lines, etc.). The RN needs to be able to problem solve, critically think, and make appropriate clinical judgment and decisions. Professional skills: - Anatomy & Physiology of all age groups: young adulthood to geriatrics. Proficient in IV cannulation/blood draws of all age groups. - Assess all ages and communicates abnormal signs and symptoms to Medical Provider appropriately. - Ability to work with Electronic Health Record & Barcode Medication Administration. - Ability to function in role of charge Nurse when needed. Equipment Skills: - BP/Temp Machines - Alaris IV and PCA pumps SCDs (Sequential Compression Devices) - Kangaroo feeding pumps - LINET and Hill-Rom beds - Nihon-Khoden Cardiac monitors and telemetries. Professional Nursing Skills: Subfactor: Anatomy & Physiology of all age groups: young adulthood to geriatrics. Subfactor: Ability& knowledge to learn the different types of equipment. Subfactor: Ability to work with Electronic Health Record & Barcode Medication Administration. Subfactor: Knowledge and Experience in IV cannulation/blood draws of all age groups. Subfactor: Ability to assess all ages and communicates abnormal signs and symptoms to Medical Provider Appropriately. PRE-SECURITY/FINGERPRINTING CLEARANCE: The selected nurse shall comply with Agency Personal Identity Verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) Guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201; this includes fingerprinting guidelines. Pre-Security/Fingerprinting must be cleared prior to starting tour of duty and incurring costs. If nurse is selected, then the Contractor and nurse shall provide the following Pre-Security/Fingerprinting documents REQUIREMENTS: 1) Complete Resume 2) Licenses/Certifications (ACLS, PALS, BLS, TNCC, Diplomas etc.) 3).Copy of school transcripts� The selected Contractor's nurse(s) will be subject to a pre-employment fingerprint check and background investigation Department of Health and Human Services Applicable Clauses: 352.202-1 Definitions. (JAN 2006) 352.224-70Privacy Act (DEC 2015) 352.226-1Indian Preference (DEC 2015) 352.226-2Indian Preference Program (DEC 2015) The government reserves the right to issue a single award or multiple award to the Schedule contractor(s) whose quote(s) represents the best value as defined by FAR 2.101. In determining best value, the following factors will be considered: price, past performance, and qualification(s)/experience of each proposed Registered Nurse candidate.
