- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with The University of Michigan, 1420 Washington Heights, Ann Arbor, MI 48109-2029, for Vaccine and Booster Equity Response Strategies. Specific tasks are listed below. Task 1. Vaccine and booster equity response strategies Scope. Vaccine distribution efficacy is equally dependent upon distribution as well as equitable access. Vaccine equity remains a challenge, and a core need for pandemic response. Research is needed that identifies communities requiring assistance to meet Presidential vaccine equity goals, the barriers to equitable distribution, and looming challenges related to incoming booster vaccines as well as possible vaccines for under-12 children. Specifically, the contractor will: ����������� Assemble data and variables pertinent to vaccine distribution and equity ����������� Develop analytical methods and strategies to transform these data into easy-to-understand outputs. ����������� Generate cross-case analysis based on the validated dataset to inform strategic actions. The University of Michigan is the only public health R&D organization that focuses on global public health beyond the US using data from both developed and under-developed countries and is the only public health R&D organization to use both quantitative information (raw data) and qualitative information (policy) to determine how and why of pandemic disease spread. This acquisition is being conducted under FAR 13.106-1. There are no set-aside restrictions for this requirement.� The intended procurement will be classified under North American Industry Classification System (NAICS) 541720 with a Small Business Size Standard of $22.0 million.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
