Description
The National Oceanic and Atmospheric Administration�s (NOAA) Guam Phased Array Antenna (GPAA)� project supports the Medium Earth Orbiter Search And Rescue (MEOSAR)-based ground system operated by the Search and Rescue Satellite Aided Tracking (SARSAT) program's United States Mission Control Center (USMCC). The GPAA project is managed and operated under the direction of NOAA's National Environmental Satellite, Data and Information Service (NESDIS) located in Suitland, Maryland. This sources sought notice is issued to better understand industry capabilities to deliver the attached draft GPAA performance work statement. The Government is particularly interested in identifying potential small business concerns capable of competing under this requirement. NOAA requests interested, qualified sources to respond to this sources sought notice. In order to evaluate your company's capabilities, please provide a response to each of the following items: How many contracts (and dollar size) have you acted as the prime contractor? Describe your capabilities and experience in building and successfully delivering an operational ground station that meets the requirements of Cospas-Sarsat T.019 - Cospas-Sarsat MEOLUT Performance Specification and Design Guidelines. Particularly, delivering a phased array antenna capable of receiving signals from multiple MEOSAR satellites, time and frequency tagging them, and relaying them to a mission control center in the proper format(s). Describe your understanding and experience in general terms working with the referenced documents found in the attached Performance Work Statement, section 2.0 (Applicable Documents). Provide details which demonstrate an understanding of satellite systems and security protocols that are classified as High Risk. Provide two (2) company points-of-contact (POC's). Provide your company's Dun and Bradstreet Number (DUNs). Provide your company's socio-economic status. Provide identification of any Government-wide Acquisition Contract or GSA Schedule number with the period of performance for antenna systems intended to provide the capabilities described in the source sought notice. All communication and responses associated with this sources sought notice shall be directed to the Government Contracting Office via email no later than 2:00 PM ET on Wednesday, February 02, 2022. Responses should be emailed to the Contract Specialist at samantha.dublin@noaa.gov with a copy to the Contracting Officer at trang.tran@noaa.gov. DECLARATION: THIS IS A SOURCES SOUGHT NOTICE ONLY. This sources sought notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the U.S. Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this sources sought notice will be solely at the interested party's expense. Not responding to this sources sought notice does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website.
