- This is a sources-sought announcement only for informational and planning purposes and does not constitute a solicitation. This Sources Sought (SS)/Request for Information (RFI) is being issued to accomplish market research and support planning for the below listed requirements. The Government will not pay for any information or reimburse any costs incurred in responding to this SS/RFI. No solicitation is being issued at this time. All information submitted in response to this announcement is voluntary. Not responding to this SS/RFI does not preclude participation in any future Request for Proposal (RFP) if any is issued. If a solicitation is released, it will be synopsized on Beta.Sam.Gov website. The Redstone Aviation Logistics Directorate, Redstone Alabama 35898-5090 Attn: Missile Logistics Division CCAM-MLP is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest of this contract is to provide aircraft maintenance and logistics services in support of the 128th Aviation Brigade and Program Management Office (PM-Cargo, PM-Utility, PM-Attack) aircraft and component work requirements supporting the 128th Aviation Brigade training at Fort Eustis, VA. Based on the responses to the sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. A single award is intended. The contract type is TBD. Place of Performance: All work will be performed at Fort Eustis, Virginia, using government furnished facilities. Program Background: The Aviation Center Logistics Command (ACLC) was organized to provide oversight and surveillance of maintenance and logistics operations conducted in support of TRADOC training requirements at Fort Eustis as part of the Fleet Management Expansion (FMX) initiative between TRADOC and the Army Material Command (AMC). The mission of ACLC is to ensure quality aviation systems sustainment, logistics and materiel to the United States Army Aviation Center of Excellence in support of the TRADOC training requirements. Capabilities: The Government expressly reserves the right to incorporate additional maintenance and logistics support, including maintenance of other or additional Mission Design Series (MDS) aircraft and support equipment.� The Government reserves the right to use military, Department of the Army civilians (DAC), and contractor personnel to perform interim maintenance on specially designated electronic, armament, and major systems, complete airframes, Government required inspections, and conduct classified projects. Maintenance may include aircraft ground handling equipment, auxiliary power units (APU), aircraft systems, and complete airframe maintenance, as directed by Contracting Officer�s Representative (COR) or KO. Security Requirements: The contractor shall comply with the regulations and guidance contained in the installation physical security program. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman or Arial font of not less than 10 pitch. The deadline for response to this request is no later than 5 pm, CST, 02 February 2022. This documentation must address at a minimum the following items as it relates to same or similar requirements: What type of work has your company performed in the past in support of the exact, same or similar requirement? Can or has your company managed a task of this nature? If so, please provide details. Can or has your company managed a team of subcontractors before for the same or similar requirement? If so, provide details. What specific technical skills does your company possess which ensure capability to perform the tasks? Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 51% of cost of contract performance incurred for personnel shall be expended for employees of the concern. Provide an explanation of your company�s ability to perform at least 51% of the tasking described in this PWS for the base period as well as the option periods. Provide a statement including current small/large business status with consideration of the assigned NAICS code, and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. The estimated period of performance consists of base year (12-months, which includes a 30-60 day phase-in period, yet to be determined) plus four (4) 12-month options with performance targeted to commence as early as 31 July 2022, but not later than September 30, 2022. Specifics regarding the number of option periods will be provided in the solicitation, if one is issued. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal for inclusion in a future solicitation, if one is issued. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Mario Russell at Mario.r.russell.civ@army.mil, Contracting Officer, Joshua Clark at Joshua.d.clark10.civ@army.mil in either Microsoft Word or Portable Document Format (PDF). All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
