SOURCES SOUGHT ACP Main Gate, Fort Eustis, VA THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify qualified business concerns that are interested in and capable of performing the work described herein and posted as a market research tool. ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER WHAT BUSINESS SIZE UNDER THE NAICS CODE 236210. Project Description: The Norfolk District, Corps of Engineers is conducting Market Research to identify potential Sources for the ACP Main Gate in Fort Eustis, VA. The Norfolk District, Corps of Engineers is contemplating a firm-fixed-price contract for the Design-Bid-Build construction of a new Access Control Point at the Main Gate of JBLE � Eustis with provisions to include� construction of a new Visitor Control Center (VCC), a commercial and POV Vehicle Inspection Facility (VIF), a new gate house, up to five new inbound lanes with a guard shack located on each lane, and an overhead canopy at the guard shack location.� Fire protection and alarm systems and Energy Monitoring Control Systems (EMCS) connection are also included, as well as sustainability and energy enhancement measures. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage, and site improvements.� Heating and air conditioning will be provided by self-contained systems. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. The project will provide an ACP that will meet all current Air Force ACP standards that will be safe to personnel, protect mission critical assets and comply with current design criteria and all applicable codes.� The Contracting Officer has classified this requirement as Industrial Building Construction, North American Industry Classification System (NAICS) code 236210, with a small business size standard of $39.5 million.� In accordance with DFARS 236.204(i) the magnitude of construction for this project is between $10,000,000.00 and $25,000,000.00 Capability Statement: We are requesting that all interested and qualify businesses respond to this sources sought notice with a capability statement not to exceed fifteen (15) double-sided pages. At a minimum, the statement shall include: Offeror�s name, address, point of contact, phone number and e-mail address. Offeror�s Cage Code and DUNS number. Offeror�s interest in bidding on the solicitation when it is issued. Offeror�s capability to perform a contract of this magnitude and complexity comparable to work performed within the past five (5) years, and a brief description of the project. A statement of the portion, by percentage, of the work that will be self-performed on this subject, and how it will be accomplished; include a statement of the number of subcontractors by discipline. Offeror�s Joint Venture information if applicable � existing and potential. Offeror�s preference to see this as a FAR Part 14, Sealed Bid, or FAR Part 15, Negotiations. The Government will utilize this information in determining an acquisition strategy. Please state all of the socio-economic categories in which your company belongs (i.e. 8(a), Hub-zone, Service-Disabled Veteran Owned Small Business, Women Owned, Etc.). This sources sought shall not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request. No solicitation is currently available. This Sources Sought Announcement is not a request for competitive proposals. Since this is a Sources Sought Announcement only, no evaluation letters and/or results will be issued to the respondents.� No solicitation exists and solicitation requests will not be acknowledged.� USACE Norfolk District is not seeking or accepting unsolicited proposals, and will not accept telephone inquiries.� All questions and correspondence shall be directed via email at Katelyn Vance at Katelyn.vance@uscae.army.mil and a copy to Dianne Grimes at dianne.k.grimes@usace.army.mil.
