- This is a SOURCES SOUGHT ANNOUNCEMENT and is for informational and market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The proposed action will be a construction project with a firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. The purpose of this sources sought announcement is to gain knowledge of potentially qualified Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned�Small Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 335312, PSC code Y1PZ, and Small Business Size Standard 1,250 employees. Depending upon the responses associated with the business categories listed above, the solicitation will either be set aside in one of those categories or be issued as unrestricted and open to both small and large businesses. After review of the responses to this announcement and if the Government still plans to proceed with this project; a separate solicitation announcement will be published on www.Sam.Gov. Responses to this announcement are not an adequate response to any future solicitation announcement. PROJECT DETAILS: Chief Joseph Dam Units 1-16 Excitation System Replacement, Bridgeport, WA. Chief Joseph Main Units 1-16 are rated at 92.92 MVA, 0.95 p.f., 13.8 kV, and 100 rpm. The units were designed and built by Westinghouse and were installed and commissioned in the 1950s. These units were rewound by Westinghouse in late 1970s and early 1980s. The original excitation systems for these units were replaced by General Electric with static-analog type systems in 1980s. The existing excitation system has the following ratings: rated excitation voltage at 550 Volts and rated excitation current at 825 Amps. The power potential transformer (PPT) for each excitation system is rated at 750 kVA with a voltage ratio of 13,800/550. The work described herein requires removal of existing excitation systems, installation of new digital static excitation system with Reactive Differential Compensation (RDC) and Line Drop Compensation (LDC) capability, installation of cable and conduit for AC connections between generator leads and the PPT, installation of DC bus between exciter and generator, replacing all cables from and to exciter, replacing existing metering devices, control switches, indicating lights, and exciter annunciators, and refurbishing collector rings with an option to replace. Expected magnitude of construction is between $10 million and $25 million. � REQUIREMENTS: Interested firms should submit a capabilities package, to include the following: � Submit at least two, but not more than five, project examples with details demonstrating relevant experience in designing, manufacturing, installing, and testing excitation systems similar to those described in the scope of work. (Include a point of contact name, phone number and email address with statement or list of your firm�s current or past performance.) Submitted project must be similar in price to the magnitude stated above. � � � � � � 2.� A statement of your firm's ability to self-perform a majority of the project (50% or more).� If subcontracting, state what� � � � � � � � � � � � � percentage overall will be sub-contracted and what portions of the electrical work would be subcontracted.� � � � � � � 3.� A statement of your firm's bonding capacity and ability within the estimated construction magnitude listed above. � � � � � 4.� A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), small business). ��� All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Prior Government contract work is not required for submitting a response to this announcement.
