- In accordance with (IAW) the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this market survey is to identify capable sources from industry that can provide the Long-Term Supportability Data Package (LTSDP) listed in the Attachment 1 - Data Item Description (below). The CM-300/350 V1 Ultra High Frequency (UHF) are a series of radio sets for communications between Air Traffic Controllers and Pilots. The CM-300 and CM-350 are an Air to Ground Air Traffic Control radio set.� The set is currently in use and features a common receiver and a low power and a high-power transmitter (National Stock Numbers: 5840-01-505-7137 UHF Receiver, UHF CM-300, 5895-01-505-7139 Transmitter, UHF LOW PWR CM-300 and 6030-01-505-7163 Transmitter, UHF HI PWR CM-350). The current manufacturer of the radios has discontinued the repair of these radios. The FAA is planning for a replacement radio set but is not ready to deploy them. The comprehensive LTSDP is required for the radio set to ensure that the FAA can perform adequate repairs. The FAA Logistics Center (FAALC) employees will use the LTSDP to repair the radio sets currently in use. Specifically, the FAALC will use the LTSDP to repair sub�assemblies, perform alignments, and perform final testing. The capable source must be able to provide a LTSDP with repair documentation for the CM-300/ CM-350 UHF V1 radio equipment. The design data package must meet the requirements in the CDRL as identified in the sample DID-LTDSP-L006 attached herein. A capable source must provide the design details for every configuration sold to the FAA (see Attachment 1 � below for more details). The purpose of this notice is to: Identify interested and capable sources who can provide the LTSDP documentation for the CM-300 UHF V1 radio equipment. Notify industry of the FAA�s requirement for the LTSDP documentation for the CM-300 UHF V1 radio equipment; and Request responses from vendors who believe they have the legal rights, knowledge, ability, time or competitive pricing to fulfill the FAA�s requirement. Disclaimer This is not a Screening Information Request (SIR) or a Request for Proposal (RFP). The FAA is not seeking or accepting unsolicited proposals. The FAA requests a response from vendors who believe they have the legal rights, knowledge, ability, time competitive pricing, or any alternative approach to fulfill the FAA�s requirement. In accordance with A.M.S. Policy 3.2.1.2.1, this market survey is to solicit statements of interest and capabilities from interested business concerns. For questions about FAA�s acquisition policies, please visit https://fast.faa.gov, which provides the FAA�s Acquisition Management System (AMS) Policy and Guidance as well as provisions and clauses used by the FAA in its acquisitions. Participation in this market survey is voluntary and respondents may choose to respond to all or some of the request. Submissions in response to this market survey announcement must be relevant to the subject of the market survey and the survey questions. Responses will be reviewed by U.S. Government employees and a limited number of Government support contractors working under non-disclosure agreements. Background The FAA is conducting a market survey to identify interested and capable sources who can: Provide the LTSDP that will allow the repair of CM-300/350 V1 UHF radio sets. Provide the LTSDP for National Stock Numbers: 5840-01-505-7137-1 UHF Receiver, UHF CM-300, 5895-01-505-7139-1 Transmitter, UHF LOW PWR CM-300 and 6030-01-505-7163-1 Transmitter, UHF HI PWR CM-350.� The contractor that repaired the radios from 1995 - 2019 is no longer repairing the radios. The contractor must have the data rights to the LTSDP. Instructions for Submittals The Government welcomes industry responses from vendors who believe they are currently capable, or will be capable by February 2, 2022 5:30 pm EDT�to provide the repair documentation for the CM-300 UHF V1 CM-300 radio equipment in accordance with Section 10.2 �Attachment 1. ��Responses must provide evidence of the vendor�s capability to provide repair documentation for the CM-300 UHF V1 CM-300 radio equipment and at a minimum must: Provide manuals, drawings, bulletins, specifications, or process descriptions that will allow for the repair of the CM-300 UHF V1 radios or describe your capability to provide such documentation. Include any descriptions or data sheets of your pre-existing data products that either meet or could be modified to meet the requirements of the V1 UHF radio equipment and any updates/modification to the V1 radio equipment. Demonstrate your ability to provide the LTSDP and/or repair documentation for the CM-300 UHF V1 radio equipment. The email subject line must include the beta.SAM announcement number followed by the company name. Individual e-mail message size (i.e., email body text plus any attachments) must not exceed 10 MB. If more than one email is required to complete a respondent�s submission, then in email subject header following the company name, state which submission in the sequence is contained in the given email and the total number of email submissions being made by respondent (i.e., Email 1 of 2, Email 3 of 3, etc.) Industry feedback will be considered in the preparation of the acquisition strategy. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified. The Government is not responsible for any cost incurred by industry in responding to this notice. Submission of electronic files on digital data storage media (i.e., Blu-ray, DVD or CD; flash drives) will NOT be accepted. All submissions in response to this announcement must be in writing and are�due February 2, 2022 5:30 PM EDT.�Telephone calls or paper submissions will not be accepted. Comments and questions on the Market Survey are not considered part of the response submission. Responses must be submitted in electronic format according to the format guidelines below. Electronic copies must be provided in Microsoft Word Office or Adobe PDF (portable document file) format and not exceed 50 pages in length. Submissions will include company point(s) of contact, title(s), telephone number(s), email address(es) and mailing address. Responses will not be returned.�Any proprietary or confidential information contained in the market survey submissions must be appropriately marked. All costs associated with the preparation or submission of responses are the responsibility of the respondent. The U.S. Government will not pay for any information received or costs incurred in preparing the response to the market survey. The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents. Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any.
