- On August 27, 2021, the NASA/Information Technology Procurement Office (ITPO) issued Sources Sought Notice 80TECH21RFI0007, which solicited information from potential sources capable of providing a comprehensive enterprise solution for NASA Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM) Information Technology (IT) management, multimedia, and communications services within the Agency.� The Government has continued to assess the requirements and is providing an updated Draft Performance Work Statement (DPWS) for informational and planning purposes only.� Responses to the updated notice is not requested or required.� NASA/Information Technology Procurement Office (ITPO) is hereby soliciting information from potential sources for Enterprise Multimedia and Integrated Technical Services (eMITS). The National Aeronautics and Space Administration (NASA) ITPO is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this acquisition.� The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. Enterprise Multimedia and Integrated Technical Services (eMITS) This is a new acquisition for Agency-wide Information Technology (IT), IT Management, Multimedia, and Integration services in support of the Office of the Chief Information Officer (OCIO), the Office of Communications (OCOMM), and all Agency customer organizations.� The anticipated NAICS is 541519, Other Computer Related Services, and the size standard is $30.0M.� The expected services include but are not limited to the following: Information Technology Management Information Management Project Management Portfolio Management Integration of technical services Multimedia Services Other services included in the attached Draft Performance Work Statement (DPWS) (Attachment 1) The NASA OCIO and OCOMM have been transforming to Agency level IT and Communications services providers for both the OCIO and OCOMM organizations, as well as their customer organizations.� Services that are currently being provided on Center level contracts will be provided on Agency contracts.� This transformation and migration of services to Agency contracts will be tentatively complete no later than December 2024.� As part of this effort, the eMITS contract will eventually provide all services in the attached DPWS for the OCIO and OCOMM organizations, including all Center and Agency level customers.� This will be accomplished based on a services transition schedule that is currently being developed.� Not all of the services of eMITS will be provided to all customers on the start date of the contract.� Initially, a small number of Centers will begin receiving the services in the eMITS PWS at contract start, with other Centers and customers migrating their requirements at later dates.� The eventual eMITS contractor will be expected to facilitate this effort and effectively and efficiently provide eMITS services to all customers according to schedule. The eventual eMITS contractor will also be expected to provide cost effective services from both onsite and remote support approaches in order to best provide the required eMITS services to all customers.� It is expected that the eMITS services will be delivered in an integrated manner with services provided in other Agency contracts.� These contracts include, but are not limited to, the following: Advanced Enterprise Global Information Technology (IT) Services (AEGIS) Enterprise Applications Service Technologies (EAST)�2 NASA End-User Services and Technology (NEST) Cybersecurity and Privacy Enterprise Solutions and Services (CyPrESS) NASA Communications Services (NCS) The eventual eMITS contractor will also be expected to act as the primary integrator of services across the portfolio of Agency IT and Communications contracts.� This will require the eMITS contractor to be familiar with the services and service delivery methods of all of the Agency IT and communications contracts, and develop working relationships with those associate contractor teams in order to provide comprehensive and effective solutions for the OCIO and its customer organizations.� Requested Information The eMITS DPWS is attached. Requirements contained in�the DPWS are based on the best information available at the time of publication, is subject to revision,�appliable to all NASA Centers, and is for planning purposes only. Section A � Capability Statement Interested parties having the required capabilities necessary to meet the requirements described herein should submit a capability statement addressing the following: Briefly describe your company and the types of services performed. Provide information describing your company�s capabilities to meet the requirements in the attached DPWS. Provide contract information on similar contracts over the past three (3) years. This information shall include: the name of customer/agency, types of services provided, type of contract, total contract value, and whether the contractor was a prime or subcontract. If a subcontract, please provide details regarding prime contract and your company�s role in supporting the prime contractor. If subcontracting, or a joint venture or teaming arrangement is anticipated to deliver technical capability, organizations should address the anticipated administrative and management structure of such arrangements (if this information is known at this time).� Also address what elements of work would be performed by the prime, joint venture or teaming arrangement and which elements would be performed by subcontractors. Describe your company�s ability and experience in managing enterprise level contracts for organizations with multiple locations/customers and leadership levels. This contract will provide services across multiple functional areas.� This will require critical integration with multiple NASA OCIO enterprise services vendors as well as other associated contracts at both the Agency and Center level.� Describe how your company would lead the implementation and management of the necessary integration within this multi-vendor service environment that would reduce the burden on the NASA OCIO and its customer organizations of having to coordinate and integrate across those contracts/contractors, and deliver seamless service packages that encompass multiple functional areas? As noted in the DPWS, not all NASA Centers and customers will utilize this contract at contract start but will transition those Center level requirements later.� Provide a discussion on how the transition of additional Center requirements could be managed/implemented. Section B � Additional Information In addition to the information requested above, interested parties are also requested to provide additional responses on the following: Identify any potential barriers to competition that could be mitigated to foster a more competitive environment for this procurement. Discuss the suitability of the Government�s requirements for eMITS services to a classification of a commercial item as defined in FAR 2.101. Respond by indicating Yes or No to its suitability, along with supporting rationale. Discuss the ability of a small business to perform the requirements outlined in the DPWS (Attached). �Provide supporting rationale describing the likelihood and any potential barriers/impediments to small business concerns along with measures that could be implemented to maximize small business participation as primes and as subcontractors of any tier. Recommend the contract type or types considered the best fit for this type of work (e.g., Firm-Fixed- Price, Cost-Reimbursable, IDIQ, Time & Materials, etc.), along with rationale. Discuss the suitability of NAICS is 541519, Other Computer Related Services,�to the contemplated contract, and any potential challenges or risks.� Your company may recommend any relevant NAICS it deems more appropriate for this contemplated contract, along with rationale. Additionally, in support of the Executive Order (EO) 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, NASA is seeking to advance equity or remove barriers for members of underserved communities related to this requirement. As defined in the EO, Underserved Communities refers to populations sharing a particular characteristic, as well as geographic communities, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life, as exemplified by the list in the preceding definition of ""equity."" Equity means the consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment, such as Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality. � � � � NASA seeks input in the following areas: What recommendations would you make to enhance diversity and inclusion? What should be considered to encourage full participation and contribution of organizations and individuals (e.g., outreach efforts and innovative partnerships) in performance of this requirement? Responses RFI Responses should not exceed 7 pages and should address Sections A � Capability Statement and Section B � Additional Information as described above, and include RFI Attachment 2, RFI Cover Sheet and Attachment 3, RFI Information Questionnaire. Responses to Section A and B should be provided in Microsoft (MS) Word and be single spaced utilizing Times New Roman 12-point font.� Completed Attachments 2 and 3 are excluded from the 7-page limitation. However, these attachments should be submitted in the format they were provided in. All responses shall be submitted electronically via email to Christi Edwards, christi.s.edwards@nasa.gov and courtesy copy James Bailey, james.bailey-1@nasa.gov, no later than September 17, 2021 at 4:00PM CST.� Please reference 80TECH21RFI0007 in any response.
