Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Satellite and Information Acquisition Division (SIAD) located at 1325 East-West Highway Silver Spring Metro Center Building 2 (SSMC2) Silver Spring, Maryland 20910, intends to award an out-of-scope modification to contract #AB-133E-16-CN-0126 on a sole source basis in accordance with 41 U.S.C. 3304(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements�. The proposed source is Arctic Slope Technical Services, Inc. (ASTS) located at 7000 Muirkirk Road Meadows Dr., Beltsville, MD 20705. The requirement is to provide continued general management, administrative, operations and maintenance services, and technical support requirements of the Fairbanks Command and Data Acquisition Station (FCDAS) located in 1300 Eisele Rd, Fairbanks, AK 99712, exclusive of identified Government-only functions, for all missions and projects of the station. The requirement includes staffing the FCDAS with appropriate technical, administrative and management personnel in order to maintain the ground station support services for the assigned, government-managed and -operated satellite constellations and the respective mission operations and data processing centers. The Contractor shall be responsible for the total operation and maintenance of systems that support the primary and secondary missions of the station by providing all the necessary resources to satisfactorily perform all maintenance requirements for the FCDAS ground system elements, facilities, vehicles, roads, and other infrastructure. This includes routine preventive maintenance on a scheduled basis, as well as corrective maintenance to the component level. The Contractor shall also perform personal property management services for the Station in accordance with Federal Management Regulation and NOAA personal property management policies and procedures. The Contractor shall also provide all necessary labor and materials for operations/engineering management services to support the station's missions. These services include, but are not limited to, preparation of charts illustrating project milestones, preparation of any necessary project documentation (station support plans, integration test plans, interface tests, station spacecraft compatibility test plans, etc.), development and implementation of any directed system modifications, creation or modification of necessary operations procedures, and development and implementation of system testing procedures. The Contractor shall also provide the necessary personnel to administer and secure all components of all FCDAS IT systems and networks to ensure compliance with FISMA, Department of Commerce, and NOAA requirements including documentation, inventories, continuous monitoring, configuration management, and implementation of appropriate controls. The Contractor shall also manage environmental, safety, and health programs at the station to ensure adherence to all applicable federal, state, and local policies and regulations. The Government maintains FCDAS for the primary purpose of acquiring meteorological and environmental satellite mission data from polar-orbiting satellites managed and/or operated by NOAA, an agency of the U.S. DOC. This facility is NOAA's primary command and data acquisition facility for its polar-orbiting operational environmental satellites while the NOAA Satellite Operations Facility (NSOF) in Suitland, Maryland, is the primary control and data processing center for NOAA spacecraft. The FCDAS characteristics of having a high northern latitude and semi-remote location all combine to set Fairbanks aside as the premier data acquisition site for polar spacecraft missions. The Station also collaborates with other U.S Government and international agencies to provide routine, contingency, and emergency support for polar-orbiting spacecraft as well as a small number of non-polar-orbiting satellites. The FCDAS is a National Critical Asset and therefore must remain in operations 24x7x365. The Station's primary mission is to meet the command, data acquisition, data re-transmission and data distribution requirements of the constellations of polar orbiting satellites managed and operated by NOAA. Ground station activities use eleven antennas ranging from three (3) meters to twenty (20) meters in diameter, including two (2) remotely operated antennas located in Utqiagvik (formerly Barrow), Alaska. As of 2020, the site�s mission portfolio included the: Polar Operational Environmental Satellites (POES); Suomi-NPOESS Preparatory Project (S-NPP); Joint Polar Satellite System (JPSS); Defense Meteorological Satellite Program (DMSP); METOP-1 and -2 and -3; Windsat/Coriolis; Ocean Surface Topography Mission (OSTM)/JASON-3 and JASON-CS; AQUA; AURA; LANDSAT-8 and LANDSAT-9; Scatterometer Satellite-1 (SCATSAT-1); Korea Multi-Purpose Satellite-5 (KOMPSAT-5) / Arirang-5; Hisdesat Servicios Estrat�gicos PAZ; Geostationary Operational Environmental Satellite � West (GOES-W); and Deep Space Climate Observatory (DSCOVR). ASTS is the only contractor with the ability to satisfy the agency�s existing requirements. As the contractor currently providing the required services, ASTS has the mission-specific knowledge to maintain continuity of operations in the time frame required for completion of source selection. It is imperative that real-time operations support continue without a lapse in service, as FCDAS is a designated a National Critical Asset providing vital services to the nation. It is also vital that current contractor personnel with the appropriate skills to install, operate, and repair highly sensitive equipment be maintained for continuous operations. A full and open competition to acquire services for this interim period of performance while also doing a full and open competition for the successor contract would cause intolerable delays to the FCDAS and pose an operational risk to the Government. The Government anticipates executing a bilateral modification to extend the period of performance of CLINs 5001 and 5002 by an additional one (1) month before it expires on February 28, 2022 in order to maintain continuity of services pending completion of the ongoing source selection for a successor contract. This notice is published for informational purposes only and is not a request for competitive proposals. However, any firm who believes they can meet this requirement may submit a response in writing. Responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Written responses must be received no later than 15 calendar days after publication of this synopsis to the person listed as the Government point of contact in this announcement. All questions must be submitted in writing to the attention of the Government Contract Specialist. If no responses are received, the Government will proceed with the sole source negotiation. NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS. NO SOLICITATION DOCUMENTATION IS AVAILABLE OR WILL BE ISSUED. The North American Industry Classification System (NAICS) code for this acquisition is 561210 (Facilities Support Services) with a size standard of $41.5 Million.
