Description
Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.� Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the Code Management Association (ECCMA), located at 2980 Linden St, Suite E2, Bethlehem, PA 18017-3283. Specifically, the contractor shall provide NIST with annual membership for U.S. Technical Advisory Group (TAG) to Technical Committee (TC) 184 and subcommittees SC 4 and SC 5. Membership will allow NIST to participate in the development of ISO standards under the automation systems and integration of its subcommittees or working groups in TC 184, SC 4 and SC5. The membership will be effective on or around 2/1/2022 through 12/31/2022, followed by two (2) option year periods of performance. ECCMA is an approved Standards Organization, as maintained by the NIST Standards Coordination Office (SDO). Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 813920 � Professional Organizations, with a small business size standard of $16.5 million. Description The Engineering Laboratory (EL) and Communications Technology Laboratory (ITL) at NIST has Smart Manufacturing programs that conduct standards and measurement work in the areas of integration architectures, interoperability and industrial data standards. Program milestones rely on collaboration with appropriate independent standards bodies, particularly those that have a broad range of manufacturers and solution providers with members being manufacturing quality measurement experts. ECCMA annual membership will allow the EL and CTL to help U.S. manufacturers and their solution providers realize faster, better, more agile, and less expensive operations through the development and dissemination of widely implemented standards. The EL and CTL requires access to membership into ECCMA to achieve continued growth and development of policies and practices.� Sole Source Determination The sole source determination is based on the following:� The Electronic Commerce Code Management Association (ECCMA) is a member based and international not-for-profit association committed to improving data quality through the implementation of international standards. ECCMA is the current project leader for the development of ISO 8000 and ISO 22745, which are the international standards for data quality and the exchange of material and service master data. Membership into ECMMA will provide NIST with the opportunities to collaborate in developing large-scale, interoperable solutions beneficial to the ISO industry, and to participate in ECCMA committees and subcommittees. ECCMA is the only source that can fully achieve this requirement and its membership must be purchased directly through ECCMA. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
