Description
JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION Over $150,000 (FAR 6.303-2) PR Number 40558453 Best Western (10/1-11/20) , 40558216 Fairfield Inn (10/17-11/10) 1. Identification of the Agency and the Contracting Activity: GOGA MABO Building 201 Fort Mason, San Francisco, CA 94123 2. Nature and/or Description of the Action Being Approved: The National Park Services, Sequoia and Kings Canyon National Park, has a requirement for lodging employees that have been required to evacuate due to the KNP Complex fire. Specifically need to address lodging for 76 units beginning September 24 to October 8, 7 of those rooms have pets. The order will cover option 1 to cover 69 units from time period of October 8 to October 17. 3. A Description of the Supplies or Services Required to Meet the Agency�s Needs, Including the Estimated Value: Purchase Requests to secure lodging for park employees that live in government housing that have been evacuated due to the KNP Complex fire. The anticipated cost for this requirement is $162,932 including the Option One. 4. An Identification of the Statutory Authority Permitting Other Than Full and Open Competition: FAR 6.302-2 Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. 5. A Demonstration That the Proposed Contractor�s Unique Qualifications or the Nature of the Acquisition Requires Use of the Authority Cited: On 09/12/2021 management was made aware that multiple housing communities would be placed on evacuation warning status. Once an evacuation warning is issued, residents should be prepared to leave within two hours if it becomes a mandatory evacuation order. Not having lodging established creates a significant safety and morale concern on park staff dealing with the stressors of the current situation which involves air quality, preparing homes, and other exhaustive preparations during evacuation. Due to the nature of the event being an emergency, park staff worked diligently to work with lodging registered in www.sam.gov and would accept purchase orders. 6. A Description of Efforts Made to Ensure That Offers Are Solicited From as Many Potential Sources as is Practicable, Including Whether a Notice Was or Will Be Publicized as Required by FAR Subpart 5.2 and, If Not, Which Exception Under FAR 5.202 Applies: Not required IAW FAR 52.202(2) Exceptions. The proposed contract action is made under the conditions described in FAR 6.302-2 (or, for purchases conducted using simplified acquisition procedures, if unusual and compelling urgency precludes competition to the maximum extent practicable) and the Government would be seriously injured if the agency complies with the time periods specified in FAR 5.203. 7. A Determination By the contracting officer That the Anticipated Cost to the Government Will Be Fair and Reasonable: Costs associated with lodging are based upon the GSA Rates for that locality in which the lodging services are being provided. 8. A Description of the Market Research Conducted (see FAR Part 10) and the Results or a Statement of the Reason Market Research Was Not Conducted: The contracting officer researched hotels available through www.sam.gov and found hotels within the area to support the evacuated personnel. Additionally, park staff called hotels in the area and within the surrounding counties to include hotels that allowed pets. Hotels contacted honored the GSA lodging rates. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition (see FAR 6.302- 2 (9) (i) � (iii) for some examples): 10.
