Description
The United States Army Corps of Engineers, Galveston District, Galveston, Texas hereby gives notice of the Government�s intent to award a Firm-Fixed Price Construction Modification. This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) regarding contract actions. � � � � � � � � � The Galveston District intends to award this requirement on a non-competitive basic in accordance with 10 U.S.C 2304 (c) (1) as implemented by FAR Part 6.302-1---Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The Galveston District intends to negotiate and award a Firm-Fixed Price Construction Modification to Great Lakes Dredge and Dock Company under Contract Number W912HY21C0015 for removal and disposal of approximately 4,905 linear feet total pipeline. � This length is comprised of three (3) pipelines referred to herein as D1, D2, and D3 located in Corpus Christi Bay navigation channel and buried at a shallow depth beneath the existing channel prism sediment bottom. �These pipelines are required to be removed in order to facilitate construction of the Corpus Christi Ship Channel Improvement Project in partnership with the Port of Corpus Christi Authority. �The existing channel prism is 400-wide by -47 feet Mean Lower Low Water (MLLW) in depth and will be constructed to a new federally authorized dimension of 530-wide by -54 feet MLLW depth with 200-wide by -14 feet MLLW deep barge lanes parallel on both sides of new channel configuration. �Great Lakes Dock and Dredge Company is the proposed contractor because this contractor has the capability to perform this work concurrently with its dredging work in the Corpus Bay and remove the referenced three (3) lines from the section of channel limits to be deepened and widened for the proper and efficient accomplishment of Corpus Christi Ship Channel Improvement Project.� These specific pipelines are owned by �White Marlin� and general information is as follows: a. �Pipeline (D1), approximately 16� in diameter, and approximately located at Sta 75+909, b. �Pipeline (D2), approximately 4.5� in diameter, and approximately located at Sta 75+909, please note, D1 & D2 could be bolted together. c. �Pipeline (D3), approximately 10� in diameter, and approximately located at Sta 76+651. The federal regulatory permits associated with these lines have been revoked and the current pipeline owner (White Marlin) is no longer federally permitted to have these lines in the federal navigation channel waterway. �The removal of these lines is imperative and will be required to be completed no later than 31 AUG 2022. �This bathymetric (below water) channel work location is in an open water bay and these lines are industrial in nature (e.g. oil and gas lines, buried pipeline). �These lines are an obstruction conflict with Great Lakes Dredge and Dock Company executing their current contract for deepening and widening of the federal navigation channel. �The lines are several feet deep below the existing channel prism and laying closely in proximity and slightly crisscrossing each other. The lines are decades old and are positioned parabolically underneath the federal navigation channel footprint such that removal of all lines in the corridor must be executed simultaneously in a safe and effective way. �Safety is of extreme importance, in addition work may include coordinating lines to be taken out of service and/or purged prior to being excavated and cut back outside the new channel waterway trapezoidal limits.� The North American Industry Classification System (NAICS) Code for this requirement is 237120 � Oil and Gas Pipeline and Related Structures Construction. �� No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement with the following information:� 1. Name of firm w/address, phone, fax, e-mail address, and point of contact. 2. State if your company is a Large Business, Small Business, SBA Certified 8(a) firm, SBA HubZone Small Business, Service-Disabled Veteran-Owned Small Business or Women-Owned Small Business 3. State whether your firm can provide a Bid Bond (20% of total bid amount), Performance and Payment Bond (100% of the contract amount). 4. Qualifications: Responses to this Notice of Intent announcement shall indicate specialized experience and technical competence in: (a) Contractor must be experienced in removal and disposal of pipelines. (b) Provide documentation for your firm on past similar efforts as a prime contractor. (c) Provide a list of your present commitments and completion dates for these commitments.� 5. Submission Requirements: Firms submitting responses shall provide information on the most recent, up to five projects that prove you can meet the qualification criteria listed above, with contract number, project location, description of work requirements, contact and phone for each effort. Proof of Small Business Administration (SBA) registration 8(a) and Hubzone Small Business shall be provided with this response. Information received will be considered solely for determining whether to conduct a competitive procurement. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICES. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS. �All timely responses will be considered. No hard copy or facsimile submissions will be accepted. �All interested firms shall �be registered in SAM and shall enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) to be to be eligible for award of Government contracts. This will be the only notice of the Government�s intent to solicit, negotiate and award for this requirement.
