Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation and proposals are being requested. Requisition Number W912HZ22T7584 is being issued as a request for quote (RFQ) with intent to award as a single contract. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2022-02. This requirement is for full and open competition under North American Industry Classification System (NAICS) 811219 with a Small Business Size Standard of $22.0 million dollars. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) 3909 Halls Ferry Road, Vicksburg MS 39180-6199 has a requirement for a service contract for the AKTA Avant Model 25 Instrument for continued operation.� This is a patented instrument and only a Cytiva Life Sciences (manufacturer of the instrument) certified company capable of support, maintenance, or upgrades to ensure manufacturing specifications are maintained is required.� Mission The Environmental Processes Branch (EPP) of the ERDC Environmental Laboratory supports customer/stakeholder decision making for the Corps, the Army, and the DOD by providing research and technical expertise in the area of toxicology, systems biology, conservation, microbiology and beyond.� The EPP teams extract and utilize the information coded in genetic material as well as other levels of biological organization to understand biological systems and develop novel tools to meet customer needs.� Approaches include investigation of biological networks, computational biology, toxicogenomics, biomarker discovery, bioinformatics, prevention and eradication of invasive species, and biological modeling, with an overall goal of linking molecular phenomena to outcomes at the organism and/or population level. A service contract for the AKTA Avant Model 25 Instrument will enable EPP to continue meeting project goals. Background The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Environmental Processes Branch (EP-P) requires means to monitor biological effects of chemicals and other stressors on microbes, insects, birds, and mammals.� Understanding how biological systems modify and adapt or are negatively impacted to these chemicals along with the prevention and eradication of invasive species requires the use the AKTA Avant 25 to perform protein purification at a scalable level.� This instrument is also critical in the new field of synthetic biology which uses systems found in nature to create new systems.� ERDC-EL along with collaborators is currently assessing toxicity of environmental contaminants in various species and requires the uninterrupted operation of the AKTA Avant 25 instrument. Maintenance Agreement Year 1 Task 1 - The service contract should include one preventative maintenance, unlimited repairs using OEM parts, travel for the service technician, unlimited phone and email support, and priority appointments during the contract period.� All service shall be performed by a Cytiva Life Sciences certified technician.� Once contacted, the service contractor shall provide resolution within 5 business days. The service contractor shall successfully integrate and coordinate all activity needed to execute the service contract agreement. �The contractor shall manage the timeliness, completeness, and quality of problem identification. Period of Performance This contract is for a new service contract for the maintenance of the AKTA AVAT model 25 for a period of 12 months. Option Year 2 Task 1 - The service contract should include one preventative maintenance, unlimited repairs using OEM parts, travel for the service technician, unlimited phone and email support, and priority appointments during the contract period.� All service shall be performed by a Cytiva Life Sciences certified technician.� Once contacted, the service contractor shall provide resolution within 5 business days. Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. Proposed language: ""All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes."" 2. For contractors who do not require CAC, but require access to a DoD facility or installation. Proposed language: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. 3. Pre-screen candidates using E-Verify Program. Proposed language: ""The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award."" *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative.
