REQUEST FOR INFORMATION U.S. OFFICE OF PERSONNEL MANAGEMENT (OPM) FACILITIES SECURITY AND EMERGENCY MANAGEMENT (FSEM) Description 1.1 The Office of Personnel Management (OPM) in support of the Facilities, Security and Emergency Management (FSEM) is seeking information on how an interested contractor could meet the requirement for the Covid Testing Infrastructure and Software Services. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, OPM is not seeking proposals UNTIL FURTHER NOTICE and will not accept unsolicited proposals.� Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized on the Official U.S. Government�s System for Award Management i.e., www.beta.SAM.gov��� website.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Background The U.S. Office of Personnel Management (OPM) Facilities, Security, and Emergency Management (FSEM) manages the agency's personal and real property, building operations, space design and layout, mail management, physical security and safety, and occupational health programs; provides personnel security, suitability, and national security adjudicative determinations for OPM personnel; oversees OPM�s Personal Identification Verification (PIV) program and provides shared services in support of other government agencies� adjudicative programs; directs the operations and oversees OPM�s classified information, industrial security, insider threat, and preparedness and emergency response programs; and� oversees publishing and printing management for internal and external design and reproduction. In November 2021, OPM developed the third edition of the COVID-19 Safety Plan to protect the federal workforce and visiting public and to stop the spread of COVID-19 in federal workplaces as required by applicable Executive Orders, directives, guidance, and best practices.� To that end, OPM is requiring its workforce who have not received a Food and Drug Administration (FDA) approved Emergency Use Authorization (EUA) vaccine and have an approved exception and/or accommodation, to receive periodic FDA approved EAU antigen diagnostic COVID (SARS-CoV-2) tests.� Further, OPM will be requiring members of the workforce who have received an FDA approved EUA vaccine and are symptomatic to receive an FDA approved EUA antigen diagnostic COVID (SARS-CoV-2) test in support of contact tracing efforts.�� 2.1 Security Requirements: See Attached �Draft� Statement of Work (SOW) Requested Information 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with detailed information on meeting the requirements in the attached �Draft� Statement of Work (SOW) with a white paper. 4.2 Responses to this RFI should reference 24322622S0003 and shall be in a current version of Microsoft Word for Office compatible format are ""REVISED"" Due Date�no later than Friday,�21 January 2022, 1:00 PM Eastern Time (ET). Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned. �� 4.3.� In addition to detailed information on meeting the draft SOW requirements, �your response shall include the following as a minimum: 4.3.1.� Company Name and contact information to include mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2.� Identify your company�s business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 624230, Emergency and Other Relief Services and Standard Size $35.0M.� �Small business concern� means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is defined as identified in FAR Part 2.101� https://www.acquisition.gov/far/part-2. Also refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards.� The FAR is available at http://www.acquisition.gov. 4.3.3 Contractor and Government Entity (CAGE) Code 4.3.4 Contractor Dun & Bradstreet Data Universal Numbering System (DUNS) 4.3.5 Contractor shall answer the following questions and include answers in the white paper response: Does your company have the ability to support direct shipping to employees as well as bulk shipping? Does your software and/or application have the ability to support user uploading of kits (QR, multiple file formats etc.)?� Does the software and/or application have the ability to authenticate test kits when uploaded? Does your software and/or application have the ability to schedule, manage, and validate tests? Does your software and/or application have the ability to support a contact tracing case management system? Does your software and/or application have the ability to configure system administration by position or role? Does your software and/or application have the ability to view system data in dashboard? Is your company registered and active in the U.S Government�s �System for Award Management (SAM.gov) 5.0 Industry Discussions OPM representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks if needed. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, Kenneth Green at kenneth.green@opm.gov� ""REVISED"" Due Date is no later than Thursday,�20 January 2022, 12:00 Noon, ET.� Verbal questions will NOT be accepted. Questions will be answered by posting responses to www.beta.SAM.gov website.� Accordingly, questions shall NOT contain proprietary or classified information. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY TO IDENTIFY SOURCES THAT CAN PROVIDE COVID TESTING INFRASTRUCTURE AND SOFTWARE SERVICES. THIS IS NOT A REQUEST FOR PROPOSAL. �The information provided in the RFI is subject to change and is not binding on the Government. �OPM has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought.� All submissions become Government property and will not be returned.
