Title: �New Jersey AEGIS Sites Operations & Maintenance (N00024-22-R-5131) Description: � This is a sources sought announcement in accordance with FAR 15.201. �The Department of the Navy, Naval Sea Systems Command is conducting market research to determine industry interest and capability to provide Facility Operations and Maintenance (O&M), Site Engineering, Site Resource Scheduling, Logistics and Configuration Management, and Cyber Security support for AEGIS development shore sites located at Moorestown, New Jersey in Fiscal Year (FY) 2023 through FY 2033. �The result of this market research will contribute to determining the method of procurement.� NAICS: 334511 PSC: �5840 Background: � The New Jersey AEGIS Sites to be supported and maintained include the Navy's Combat System Engineering Development Site (CSEDS), SPY-1A Test Suite (SPY-1A), Land-Based Test Site (LBTS) and the Naval Systems Computer Center (NSCC), which consists of the Program Generation Center (PGC), Computer Program Test Site (CPTS), Remote Network Facilities, Computer System Engineering & Test Center (CSETC), and Desert Ship Engineering Lab (DSEL). ��� �The CSEDS is comprised of a two Government Owned facilities totaling 144,000 square feet. It resides on 24 acres of property leased through Naval Facilities Command. The CSEDS hosts numerous Combat Information Centers (CICs), Combat System Equipment Rooms (CSERs), and peripheral combat system elements to support computer program development. ��� �The LBTS and SPY1-A Test Suite are Government Owned facilities located within the Lockheed Martin Rotary Mission�s (LM RMS) Main Campus. The SPY-1A facility hosts the SPY-1A transmitter, signal processor, antenna, and a CIC/CSER to support computer program development. The LBTS facility hosts a CIC/CSER. ��� �The NSSC facilities are Contractor Owned and are located within LM RMS�s Main Campus. Government owned equipment is installed at NSCC and would need to be maintained. These facilities support initial computer program development and multiple hosts CICs/CSERs. The Navy's Combat System Engineering Development Site campus is herein be referred to as CSEDS. The LBTS, SPY1A Test Suite, and NSCC facilities will herein be referred to as the LM Main Plant Campus.� These sites are utilized in research, development, testing, training, special Navy-directed experiments, production, and maintenance of the AEGIS Weapon System (AWS) and AEGIS Combat System (ACS) for the U.S. Navy and Foreign Military Sales (FMS) AEGIS ships. These sites also support the utilization of other Government programs, such as Littoral Combat Ships (LCS), Future Frigate, United States Coast Guard (USCG), and Missile Defense Agency (MDA) Ballistic Missile Defense (BMD). �This procurement will require cursory knowledge of combat system development and will need to support current and future combat system testing. It includes the overall operations and maintenance of the CSEDS, the NSCC, the LBTS, and SPY-1A Test Suite including facility infrastructure upgrades, test scheduling and support, logistics, and cybersecurity to support existing and future equipment.� Scope of Effort: � 1.�� �Site O&M of the New Jersey AEGIS Sites to include: a.�� �Providing overall Facility Management and coordination of infrastructure maintenance, repair, and replacement to include plumbing, electrical, heating, cooling, telephone and data lines, environmental, safety and health programs, hazardous material management, and all associated consumables. Additionally, this includes basic handyman services such as installing white boards, projectors, and monitors; minor cubical repairs and reconfigurations, and drywall repair and painting, flooring repair and replacement, moving services. This is applicable to the CSEDS and the LM Main Plant Campus. b.�� �Providing overall Facility Security to such as manning entry control points and visitor control centers, maintaining the access control systems and monitoring the facility�s closed circuit television system (CCTV) 24/7, conducting patrols and inspections of controlled areas and spaces to include protected distribution systems (PDS), and conducting anti-terrorism/force protection Random Anti-Terrorism Measures (RAMs) and an unarmed guard force. This is applicable to the CSEDS. c.�� �Providing Grounds Maintenance to include lawn services, snow removal, and lot repairs. This is applicable to the CSEDS.� d.�� �Providing Janitorial Services to include common area (rest rooms, kitchenettes, hallways, etc.), cleaning (dusting, mopping, etc.), trash removal, and all associated consumables. This is applicable to the CSEDS. e.�� �Providing Facility Trash Removal to include trash, recycling, cardboard, and construction debris dumpsters as required. This is applicable to the CSEDS. 2.�� �Site Engineering of the New Jersey AEGIS Sites to include: a.�� �Providing Project Management of Facility Modifications projects of combat system suites and all associated other direct costs to support installations and capital improvements to the facilities. This includes quality assurance and quality control across all tasking and will involve close coordination with AEGIS Technical Representative, Program Executive Office Integrated Warfare Systems, Missile Defense Agency, and Naval Surface Warfare Center Dahlgren, and industry partners. This is applicable to the CSEDS and the LM Main Plant Campus. �� b.�� �Maintaining Site Facilities, installing and modifying existing facility equipment as well as combat system equipment. This is applicable to the CSEDS and the LM Main Plant Campus.� c.�� �Providing Preventative and Corrective Maintenance and repair of all current and future Program Acquisition Resource Manager (PARM) combat system equipment. Perform preventive and corrective maintenance on commercially purchased/leased Government Furnished Property (GFP). This is applicable to the CSEDS and the LM Main Plant Campus.� d.�� �Performing Calibration Services and minor repairs for special purpose Government test equipment. Provide special hardware, software and/or tools when required to meet unique security requirements. This is applicable to the CSEDS and the LM Main Plant Campus.� e.�� �Inspecting of all engineering test (non-tactical) equipment. Maintaining records of licenses, warranties, maintenance agreements, major configuration changes and standard/electronic logbooks for all engineering test (non-tactical) equipment. This is applicable to the CSEDS and the LM Main Plant Campus. f.�� �Providing operational support, maintenance, and licenses for software tools that are utilized in support of the software combat system development processes. This is applicable to the CSEDS and the LM Main Plant Campus. g.�� �Maintaining Radio Frequency (RF) Safety and frequency approval authorizations for all emitters as required by the Navy and Marine Corps Spectrum Office. This is applicable to the CSEDS and the LM Main Plant Campus. 3.�� �Site Resource Scheduling and Switching of the New Jersey AEGIS Sites to include:� a.�� �Supporting the overall planning, scheduling, load analysis and execution of combat system suite testing across all baselines and deconflicting equipment shared by multiple suites. This is applicable to the CSEDS and the LM Main Plant Campus. � b.�� �Configuring the site switching system to support each user, loading programs and recording media and troubleshooting and resolving issues. This is applicable to the CSEDS and the LM Main Plant Campus.� c.�� �Supporting technical refresh of existing switching systems. This is applicable to the CSEDS and the LM Main Plant Campus.� 4.�� �Integrated Logistics Support and Configuration Management of the New Jersey AEGIS Sites to include: � a.�� �Maintaining inventory of all equipment and providing receipt control for incoming and outgoing equipment and spares. Moving equipment as needed. This is applicable to the CSEDS and the LM Main Plant Campus.� b.�� �Providing configuration management engineering for all tactical shipboard equipment installed or removed from the sites, including identification and documentation of GFP modifications, records of change and documentation of spares provided with the GFP.� c.�� �Operating the Technical Library including the Media Library. This is applicable to the CSEDS and the LM Main Plant Campus. d.�� �Maintaining records of all tactical shipboard equipment installed to include asset management and accountability. This is applicable to the CSEDS and the LM Main Plant Campus.� e.�� �Maintaining the Configuration Definition Document and other interface documents. This is applicable to the CSEDS and the LM Main Plant Campus. 5.�� �Cybersecurity of the New Jersey AEGIS Sites support to include: a.�� �Ensuring all personnel are Cyber IT/Cybersecurity Workforce (CSWF) compliant with SECNAV M-5239.2.� b.�� �Configuring and administering Research Development Test & Evaluation (RDT&E) infrastructure including network management assets, security information and event management (SIEM) assets, endpoint security products, workstations, and servers. This also includes maintenance activities such as account management, configuration management, system hardening in accordance with guidance, multi-factor authentication, vulnerability scanning/reporting, technical refreshes, and other standard system/network administration duties. This is applicable to the CSEDS and the LM Main Plant Campus. c.�� �Documenting, configuration manage, and maintaining RDTE or PARM systems to be compliant applicable guidance and obtaining a Risk Management Framework (RMF) authorization prior to expiration. This is applicable to the CSEDS and the LM Main Plant Campus.� d.�� �Maintaining an Information Alert Vulnerability Management (IAVM) program in accordance with guidance including utilizing the Vulnerability Remediation Asset Manager (VRAM) web application, Assured Compliance Assessment Solution (ACAS) software, and the installation and testing of vendor specific updates and patches on Government systems. This is applicable to the CSEDS and the LM Main Plant Campus. e.�� �Providing testing resources at the CSEDS for shipboard equipment, simulation of shipboard assets, unclassified and classified computer and network equipment, software, operational environments and licenses, special support, telecommunications/VoIP, supplies, and materials in support of site and baseline operational support. This is applicable to the CSEDS and the LM Main Plant Campus.� � How to Submit: It is requested that interested businesses submit a brief capabilities statement, limited to a maximum of 10 pages in length (including cover page), single-spaced, 10-point font minimum, �that demonstrates the potential capacity to perform the contract services. The capability statement shall include the following information:� a)�� �Provide company name, address, DUNS number, CAGE code, tax identification number, designated representative name(s) and point of contact, including phone numbers and e-mail addresses b)�� �Business Size Status (based on NAICS code for this notice). �If a small business, type of small business (e.g., 8(a), HUBZone, service-disabled veteran-owned small business, economically disadvantaged women-owned small business (EDWOSB), and women-owned small business (WOSB) under the WOSB Program) � c)�� �Must provide a capability statement that clearly details the firm's qualifications and ability to perform as a contractor for the work described Scope of Effort section of this Sources Sought. In addition, each submittal should address:� ��� �Managing and updating existing government data/software (inclusive of coding) on a third party information technology network ��� �Supporting hardware changes within the 3rd party network in the third party locations. ��� �If significant subcontracting or teaming is anticipated in order to deliver technical capability, the capability statement should address the administrative and management structure of such arrangements as well as describing any/all risk factors along with the proposed mitigating strategy.� d)�� �Provide number of employees employed by company, and annual revenue/receipts for the last 3 completed company fiscal years e)�� �Identify contracts within the last five (5) years with similar size and scope requirements and provide brief overview of company responsibilities f)�� �Identify classified equipment, facility and secured spaces by CAGE code able to handle design, production, and system level testing to SECRET.
