Description
The United States Army intends to extend Navanati Consultings commercial purchase order W91CRB-17-P-0003 for three months on a sole source basis to accommodate delays caused by changing mission requirements. This will allow performance to continue until 23 June 2022. A new order for these services will be competed while this extension is in place. A Justification and Approval document will be prepared for the extension under the authority of FAR 13.501(a)(1)(ii), Sole source (including brand name) under the authority of the simplified procedures for certain commercial items This contract is for specialized technical support to assist in the analysis of Army materiel and logistics data/processes that also relies on an underlying expertise in Oracle databases, application programming and database security. CCDC-DAC requires analytical support services, expertise with existing Army logistics databases as well as support in designing, developing and maintaining the necessary in-house database infrastructure to operate them. The proposed modification extending contract W91CRB-17-P-0003 with Navanati Consulting for three months will allow time to compete the new contract, transition in a new contractor, and ensure there is no break in these mission essential services. These services are crucial to the Warfighter's ability to directly engage in Advanced Target Development. Such support is mission-critical. Without the support, CCDC-DAC is unable to manage the Joint Technical Coordinating Group for Munitions Effectiveness (JTCG/ME) database of target vulnerability and weapon characteristics. This notice of intent is not a request for information. However, all capability statements received will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses of this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for this extension. A new order under the Army CHESS contracts will be competed for this effort and begin full performance in May 2022. E-mail responses to Tara Casey at tara.l.casey.civ@army.mil and include information about experience and corporate resources to indicate capability of providing these specialized services starting 23 March 2022. Responses relating to this extension must be received by 10:00 AM EST on 26 January 2022.
