Description

Notice of Intent to Sole Source. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference: 75N98022Q00019. The National Institutes of Health (NIH), Office of Logistics and Acquisition Operations (OLAO) intends to award a firm fixed price (FFP) purchase order under the authority of FAR Part 12 Acquisition of Commercial Items and FAR 13.106-l(b)(l)(i), only one source being available to meet the Government needs, to: World Institute of Leadership and Learning (DBA WILL Interactive), 10000 Falls RD STE 305 Potomac, MD 20854.�� The North American Industry Classification System (NAICS) code for this requirement is 611430-Professional and Management Development Training with a size standard of $12M (millions of dollars). The objective of this sole source award is to secure WILL Interactive�s proprietary interactive online training program that addresses a variety of topics, including a) workplace harassment (including sexual harassment) b) anti-bullying and c) Notification and Federal Employee Antidiscrimination Act of 2002 (No FEAR)/ Elijah Cummings Federal Employee Anti-Discrimination Act of 2020, while promoting innovation and problem solving within a health care environment. This interactive training will meet the federal requirement under the Notification and Federal Employee Antidiscrimination Act of 2002 (No FEAR)/ Elijah Cummings Federal Employee Anti-Discrimination Act of 2020 and HHS mandate of Prevention of Sexual Harassment (POSH).� This training will be used NIH Wide.� The reason for the sole source is: ������������� NIH requires the use of propriety software for one year from current vendor for No Fear and POSH training. ������������� Due to a transition in leadership, the NIH Office of Equity, Diversity, and Inclusion (EDI) requires consistency in this training provider. ������������� Failure to keep the same vendor would be a delay in the training for the agency as this office awaits the appointment of new leadership.� ������������� Additional enhancements have been made to the current training to address employee needs, have been funded and will be used in Calendar Year 2022. This notice of intent is not a request for competitive quotations.� Vendors interested in responding to this notice are required to submit a capability statement that demonstrates ability to provide the requested supply and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide interactive online training that meets NIH�s need. Capability statements shall not exceed 10 pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by January 24, 2022 at 1PM EST.
