Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with OEWaves, Inc, 465 N Halstead ST, STE 140, Pasadena, California 91107-6620�the purchase of two (2) 1542.38 nm Laser Systems to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire two (2) 1542.38 nm laser systems to be used to push operation range of NIST�s demonstrated portable FLOC pressure sensor into ultra-high vacuum range on the order of 10-6 Torr (10-6 Pa). The V-FLOC, similar to the original FLOC, uses refractive index of a gas to achieve traceability. The new device would fill in the quantum traceability gap that currently exists from 10-4 Torr to 10-8 Torr. The sensitivity by laser noise and linewidth, by selecting this ultra-narrow low noise laser our requirements will be met and is critical to the success of the project. To meet the project requirement of ultra-low vacuum level pressure sensing a laser with a linewidth of 20 Hz is required. Without this feature the laser frequency noise will be too high- and low-pressure measurement part of the project will not be possible. The ultimate level of measurement pressure is limited by the frequency noise of the system. In addition to the linewidth, the laser is also required to have a modulation speed of 100 KHz to allow for tight laser locking. The tight laser locking is critical for this project for active high speed laser stabilization. Only OEWaves, Inc. offers a laser systems �that meets all these requirements and thus no other company identified in the industry is capable of providing the required equipment. OEWaves, Inc is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
