Description

The U.S. Army Contracting Command Aberdeen Proving Ground Natick Division, on behalf of the Program Manager Special Operations Forces � Survival, Support, and Equipment Systems (PM-SOF SSES) intends to award a sole source firm fixed price contract for multicolor electrochromic ballistic eye protection for test and evaluation.� This contract will be awarded under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Only One Source Reasonably Available. The Government intends to negotiate on a sole source basis with e-Tint, LLC, a Small Business operating out of Kent, OH. The Government has a requirement for a multicolor (clear tint, grey tint, contrast enhancing tints, etc.) electrochromic (electric, on demand switching between tints) ballistic eye protection device for test and evaluation. e-Tint is the only supplier of an Army approved electrochromic ballistic eye protection device meeting requirements for ballistic impact protection.� Only e-Tint has the capability to test, validate, and manufacture ballistic eyewear items with electrochromic capabilities that meet military requirements, including those listed in MIL-PRF-32432A, which is a component of the Government requirement. The multicolor electrochromic eye protection of interest to the Government was developed by e-Tint as an advanced prototype and is only available directly from e-Tint. The North American Industry Classification System (NAICS) code is 339920 and the Small Business Size Standard is 750. This is not a Small Business Set-Aside. This notice will be posted for ten (10) days, after which time it is the Government�s intent to award one (1) contract. No solicitation package will be available. Due to the fact that the required item is an advanced prototype only available directly from e-Tint, e-Tint is the only source capable of meeting the Governments requirement.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 3:30PM EST, January 31, 2022, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
