- The U.S. Army�s Rapid Capabilities and Critical Technologies Office (RCCTO) is issuing a Request for White Papers (RFWP) with intent of awarding Other Transaction Agreement for Prototype (pOTA) IAW 10 U.S.C. � 2371b. Only U.S. companies with the ability to process and store SECRET information and hardware are eligible to submit a white paper.
