- Amendment 1 Prototype Project Opportunity Notice (PPON) Close Terrain Shaping Obstacle (CTSO) Increment 1 (INC1) Common Anti-Vehicle Munition (CAVM) Based Top Attack (TA) System The purpose of this amendment is to incorporate the updated CTSO Non-Disclosure and Non-Use Agreement (CTSO NDA) Version 2, dated 20 January 2022 as an attachment to this notice. All interested parties submitting a Data Distribution Request, must submit a signed copy of the CTSO NDA Version 2 to ACC-NJ. Interested parties who previously submitted a copy of the original NDA, must resubmit a signed copy of the updated NDA. Key Updates to the NDA: Recipient shall not disclose the Data to any third party, which includes any subcontractors, except if that disclosure directly relates to the express purpose specified in the NDA. Prior to any third party disclosure, Recipient notify and receive written approval from ACC-NJ. Notification shall include a complete distribution request package (i.e. CRSO NDA, Tech Data Questionnaire, and DD 2345) executed by the third party, to ACC-NJ. Attachment 1 - CTSO INC1 SOW - 6JAN22, which has been posted with this PPON, is not covered by the CTSO NDA. Interested Parties must incorporate the updated NDA and process detailed above in all Data Distribution Requests. Prototype Project Opportunity Notice (PPON) Close Terrain Shaping Obstacle (CTSO) Increment 1 (INC1) Common Anti-Vehicle Munition (CAVM) Based Top Attack (TA) System The U.S. Army Contracting Command � New Jersey (ACC-NJ) is posting this Prototype Project Opportunity Notice (PPON) on behalf of the Project Manager - Close Combat System (PM-CCS). The purpose of this PPON is to competitively solicit and award one (1) Other Transaction Agreement (OTA) under the authority of 10 U.S.C. � 2371b for a prototype project in support of the Close Terrain Shaping Obstacle (CTSO) Increment 1 (INC1) Common Anti-Vehicle Munition (CAVM) based Top Attack (TA) system requirement. This prototype OTA will be awarded on an expenditure based (cost plus fixed fee) basis with an estimated Period of Performance of five (5) years. In response to this PPON, the Government requests that interested Offerors submit proposed solutions to meet the CTSO INC1 system requirement as detailed herein. Proposals must be submitted in accordance with the instructions provided in the PPON, which has been included as an attachment to the notice. The instructions and evaluation criteria detailed in the attached PPON describe the basis of selection that will be used to evaluate proposals submitted in response to this notice. All proposals must be submitted in accordance (IAW) with the attached PPON. Proposals are due no later than (NLT) 1500 Eastern Standard Time (EST) on 7 March 2022. Any questions regarding this notice must be submitted IAW Paragraph 3.2.2 of the attached PPON NLT 1500 EST on 14 January 2022. The Army and Joint Forces require the capability to shape terrain with lethal obstacles across the battlespace.� Lethal obstacles are a force multiplier that enable outnumbered joint forces to fight and win against near-peer enemies, while reducing friendly force casualties.� CTSO INC1 is the first of three increments which will progressively add to the CTSO capability. The envisioned CTSO INC1 CAVM based TA system solicited through this PPON will support the CAVM based Abbreviated Capability Development Document (A-CDD). The CAVM based A-CDD calls for a munition design that leverages as much of the CTSO design as practical for the future mid and deep systems. The Government is seeking innovative solutions for the CTSO INC1 prototype system. The prototype system shall be comprised of both Class V and Class VII components. The CTSO INC1 system will include an anti-vehicle TA with standoff capability. The system will also employ modular open systems architecture (MOSA), utilize cyber, command, control, communications, and computer (C5) capabilities, and display authoritative safety information to the operator to enable a disarmed safe state (on-off-on). This program seeks to leverage non-developmental items (NDI), commercial off the shelf (COTS), and novel solutions to improve the Government evolution of Terrain Shaping Obstacles (TSO). The design will provide a U.S. Landmine Policy compliant TA capability to address the Army�s directed close tactical obstacle capability gap as an enduring solution. The costs of preparing, submitting, and participating in proposal efforts are not considered an allowable direct charge to any contract or agreement with the Government. Information and materials submitted in response to this PPON WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
