- Point of Contact:� Contract Specialist Monique Paano at monique.a.paano@usace.army.mil. Proposed contract will be a firm fixed price supply contract.� The North American Industry Classification System (NAICS) code for this project is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a size standard of 750 employees.��� This is NOT a solicitation announcement. This is a Sources Sought Synopsis announcement only. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within Northwest Seattle District, U.S. Army Corps of Engineers (NWS-USACE) to facilitate the decision-making process. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. NWS-USACE, Chief Joseph Dam (CJD) Hydropower Project is seeking Contractors capable of supplying a complete temperature and waste heat monitoring system for install, to ensure environmental impacts of heat added into the Columbia River are monitored and minimized. This system will require sensors to be installed at several cooling water influent and effluent points, to monitor temperature as well as some indication of flow (boolean yes/no or flow rate monitoring where possible). The system must collect this data through distributed programmable logic controllers (PLCs) or data acquisition (DAQ) modules, to then be recorded on a central collection server. The system must also allow for client workstations to connect to the server for purposes of generating reports and accessing historical data.� To be considered eligible, suppliers must demonstrate equipment, assembled as a system, meets the criteria requirements outlined below, to include operating fully without false alarms or discharge while operational.� A draft exhibit of the Government�s proposed layout is provided for reference. System Performance Requirements:� Network switches, servers, and workstations used to meet the system performance requirements below must be listed on the Defense Information Systems Agency (DISA) Approved Product List (APL).� Data recording interval: 30 minutes Data points to be recorded: 28 (Each w/ 1 RTD, 1 flow meter (4-20mA), and 1 dry-contact relay (flow indication) Must support future expansion to at least 100 data points Must support modular analog inputs (RTD, 4-20mA, 0-10V) Must support modular digital inputs (12, 24, 120VDC) Data retention period: Storage must be sufficient to store records for 10 years Sensor Accuracy: RTD: 0.2�C Server and Workstation Software: Must be able to connect at least 2 workstations to the network Must be capable of viewing raw historical data. Must be capable of setting up custom dashboards for viewing ""live"" data 9.� Must be capable of setting up custom reports based on recorded and calculated data 7-day average daily maximum temperature Daily maximum temperature Daily average temperature Total heat energy (calculated from temperature and flow data) � Submission Requirements: Statement of Capabilities submittal is required. The Statement of Capabilities (SOC) will determine the feasibility and/or basis for the Government�s decision to proceed with an acquisition. Interested suppliers must submit a SOC that describes in detail the firm�s capability of providing a Temperature and Waste Heat Monitoring System that meet the listed performance requirements for in-house installation.� Suppliers submitting responses shall provide a detailed technical data sheet listing the capabilities and specifications of their product, to include lead times.� Provide business name, address, point of contact, telephone number, email address, DUNS Number, Cage Code number.� Provide Business Classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business). All submissions must be submitted via email to the Point of Contact listed above no later than noon Pacific Time on 17 Feb 2022.
