- MEMORANDUM FOR CONTRACTORS SUBJECT:� Request for Information (RFI) #2 (extension) - for on-site presentation of novel Credibility Assessment (CA) technologies at the 2022 Federal Interagency Polygraph Seminar in April. 1. INTRODUCTION The Defense Counterintelligence & Security Agency�s National Center for Credibility Assessment (NCCA) is planning a daylong New Technologies Symposium in the National Capital Region (NCR) to address new and emerging technologies for utilization in the CA field.� This symposium will take place during April, 2022, but a firm date has not yet been set.� Specifically, NCCA requests industry to provide information, demonstrations, and briefings regarding any tools/instruments designed to detect deception, mal-intent, trust, or concealed information. Potential sources are encouraged to demonstrate products and services using emerging CA technologies or novel use of existing/developing technologies, to support, enhance, or replace current CA methods such as polygraph. 2. PURPOSE This document serves as an RFI on behalf of NCCA pursuant to Federal Acquisition Regulation 15.201(e) �Exchange with industry before receipt of proposals.� The U.S. Government will assess written responses to this RFI, along with outcomes of scheduled displays, briefings, and demonstrations.� Government representatives will then examine the current state of this technology and the possibility of its advancement, to determine if a request for proposals will be beneficial to the government. There is no solicitation at this time. 3. BACKGROUND There has recently been a marked increase in the number of solicitations to the U.S. Government by sources marketing a variety of polygraph/non-polygraph CA or novel use psychophysiological instruments, tools, and technologies.� In an effort to enable better understanding of these new technologies and to provide access to the greatest number of Federal end users, NCCA has scheduled a one- day New Technologies Symposium to occur in conjunction with the annual Federal Interagency Polygraph Seminar.� Representatives from up to thirty Federal intelligence, law enforcement, and security agencies generally attend this conference.� NCCA expects attendance by representatives from other national level governmental organizations as well. ���� 4. DESIRED CAPABILITIES: Government will be considering technologies that operate as an additional polygraph channel as well as those that operate as a standalone system. Required visibility of algorithms used for building decision trees for transparency purposes (the government must know how the technology works). How data and signals are acquired and analyzed. Ability to define a cycle time for product development and approvals such as FDA, if required. Industry study or other scientific evidence validating proposed CA in specific issue/screening environments. Non-contact collection capability. �5. INFORMATION DESIRED FROM INDUSTRY: Does vender have validation studies supporting the proposed technology? How long does each test session take? Typical length of examination process. How long does it take to get results? (lag time) Recommended physical space requirements. Personnel needed for examination process with recommended skills of each. What are the performance parameters/limitations of the system? Examinee Requirements.� In other words, what is required of examinee to perform the evaluation, e.g., sixth grade reading level in English? Is the technology a separate system or can it be incorporated into other CA technologies (e.g. additional channel in polygraph)? Does the technology employ non-contact sensors? Does the vender have an affiliation to an Institutional Review Board (IRB) as research involving human subjects is likely? Does vender have a security clearance? What pricing structure is the vendor contemplating? FFP, license, etc�? � 6.� PLANNED VENUE The symposium will take place in an unclassified facility in the NCR, with space provided for respondents to set up booths to display their submissions.� An adjoined conference/classroom will enable opportunities for formal briefings and presentations.� Formal briefings will be time limited.� These limits and additional instructions will be disseminated later. ����� � 7.� SUBMITTAL INSTRUCTIONS Interested parties will submit a capability statement no later than 5:00pm EST 28 February 2022. Please limit each submission to twenty pages or less; 12-point proportional font; page size 8.5 x 11-inches with image area 7 x 9-inches. Synopsized resumes will not count against the page restriction; however, respondents will not submit briefings slides in lieu of written responses. Use tables, charts, graphs, diagrams, and figures as practical when depicting organizations, systems and layouts, implementation schedules, plans, etc. Limit tables, charts, graphs, and figures to 12-point font. Please ensure displays remain uncomplicated, legible, and remain within the 8.5 x 11-inch page size guideline. Please refrain from using elaborate brochures or documentation, formats, bindings, or color presentations. Respondents should provide one hard- and soft-copy response. � This notice provides information and assists with planning; it does not commit the U.S. Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for Government use. Interested parties should clearly identify proprietary information and include the following information: 1) company name and address; 2) points of contact; 3) phone, facsimile, and email addresses; 4) NAICS Codes; 5) business size, status and type; 6) capability information in response to the requirement. 8. QUESTIONS Submit all questions to the Contract Specialist. The Government will endeavor to respond to all valid questions offered in a timely manner. 8.
