Description
1.�� �Contracting Activity: �Department of Veterans Affairs, VISN 10, VA Medical Center, West 10th Street, Indianapolis, IN 46202. The 2237/PR is 583-22-2-650-0014. 2.�� �Nature and/or Description of the Action Being Processed: �The proposed action is for a priority SDVOSB sole source contract for �Prepare for Chemistry Lab Equipment � 583-22-520� at the Richard L Roudebush VA Medical Center (RLRVAMC) in Indianapolis, IN. The contract will be for a new firm, fixed contract. This project�s purpose is to prepare the power, water, and data supply for a new laboratory system being installed the first week of March 2022. This project was originally planned to use in house labor. When the shops did their site visits and estimates, they realized the required work was much more than originally expected. It was found, that over time, individual pieces of lab equipment were installed by vendors and did not meet VA standards using conduit. Each circuit will have to be re-run with new conduit and junction boxes above the ceiling. The shops do not have the manpower to accomplish this work and their assigned Preventative Maintenance before the equipment arrives. 3.�� �Description of Supplies/Services Required to Meet the Agency�s Needs: �RLRVAMC has a requirement to modify some utility line�s locations inside the chemistry lab due to installing a new Beckman Coulter Automation System. The Contractor shall provide labor, materials, tools, competent supervision to perform all work noted to meet the objectives, requirements, provide overall quality, timeliness, and documentation. The Contractor shall review, the Statement of Work for clarification, and be consistent with all deliverables.� Work to be completed within 30 calendar days from Notice to Proceed. 4.�� �Demonstration that the Contractor�s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): � Eagle Contracting Inc. has unique expertise with this type of work and can meet the timeline. Compared to our JOC contractor and other small businesses, Eagle�s skillset is better for mechanical, electrical, and plumbing work. Eagle is also working on another projects in the lab. The projects do not overlap, however Eagle is already familiar with the infection control measures and other unique conditions of working in the lab. Eagle has the ability to do the work in house and poses much less of a schedule risk than a business that would need subcontractors. This work was originally going to be performed as a shops project but two weeks ago it became evident due to shop staff shortages and an expansion of the work that would need to be performed that the shops would not be able to meet the timeline that is needed for the Lab equipment install.� 5.�� �Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: �Due to time constraints, the only potential sources considered were SDVOSB businesses in the immediate area having the capacity to begin work immediately. �If a repair like this comes up in the future, and it�s not a high Priority, we will post the solicitation to allow competition. 6.�� �Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: �The Contracting Officer will ensure through the use of price analysis techniques, such as comparison against the independent �Government estimate and other price analysis techniques identified in FAR 15.404-1(b), that the price will be fair and �reasonable. 7.�� �Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: �Queried VIP using code 238220 and key words �mechanical electrical contractor�, 174 VOBS�s concerns were identified but due to the Prioriy need of this requirement, only one could meet the time to provide service.� 8.�� �Any Other Facts Supporting the Use of Other than Full and Open Competition: �The contractor selected is a local SDVOSB contractor that can be on-site immediately and provide the materials, labor, and equipment needed to complete the job. �The time to utilize open competition would increase the risk of the overall safety and implementation of VHA standards of all personnel in the immediate working area. � The determination to Sole Source was selected IAW 38 USC 8127 (C), Sole Source Contracts, and meets the three subfactors of this statute. The contractor selected is a responsible source, the anticipated award does not exceed $200,000, and the contract award can be made at a fair and reasonable price.� 9.�� �A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: �: �Future type repairs, if not Priority, will be posted competitively.�
