***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: January 24, 2022 Synopsis: The Charlie Norwood VA Medical Center, Augusta,GA intends to award a sole source procurement for the following line items. Location will be for the Charlie Norwood VA Medical Center, 1 Freedom Way, Augusta 30904 EQUIPMENT: 0001 - HARDWARE - Vision Tracker2T, Testing Table, Accessories 0002 - RightEye Core Dynamic Vision Testing Annual Subscription RightEye Training GamesAnnual Subscription (in-office exercises) 0003 - RightEye Reading Skills Assessment Annual Subscription 0004 - RightEye Stand-Alone Tests, Customized Protocols Annual Subscription 0005 - RightEye Performance Vision Annual Subscription RightEye Performance Trainer Video Series Annual Subscription The Department of Veterans Affairs, Network Contracting Office 7 located in Augusta, GA intends to issue a sole source firm fixed priced contract to authorized vendor: Scifers & Associates, Inc., 361 Deer Run Dr, Hainesville, IL 60030. The contract is expected to be awarded under FAR Part 13. A Limited Sources Justification has been prepared. This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), Soliciting from a Single Source. A direct award will be made IAW FR 19.406 as the VA Audiology program requires this device s unique and highly specialized non-invasive, portable, and high test and retest reliability, along with real-time validation. It is the government s intention to solicit and negotiate only with this source as there are no other identified products available on the market to meet the needs of the government. The NAICS code utilized for this procurement is 518210 Optical Scanning Services with a Size Standard of $35.0 Million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than January 27, 2022 at 10AM EST. Forward responses by e-mail to Contracting Officer, Joseph Locke. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for the Right Eye Vision Tracker 2 in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contract Specialist, Darnita McBride by email at Darnita.McBride@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
