- Description
- The Government intends to issue an RPP for the CTT under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025. The GVS OTA was entered into between ACC-DTA and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of Ground Vehicle System related Research and Development (R&D) prototype projects. The Government will utilize the GVS OTA to award this effort. The United States (U.S.) Army is seeking modified commercial off-the-shelf solutions for the CTT to perform U.S. Army Tactical Wheeled Vehicle (TWV) mission roles currently performed by vehicles in the U.S. Army�s Heavy and Medium TWV fleet including the Palletized Load System (PLS), Heavy Expanded Mobility Tactical Truck (HEMTT), M1088 Tractor, and M915 Line Haul Tractor (LHT). The intent of this project is to solicit Firm Fixed Price (FFP) proposals for a multi-phased R&D effort that meets or exceeds CTT requirements to the maximum extent practicable. This multi-phased approach includes the following: Phase I: Non-Recurring Engineering (NRE) Phase II: Prototype Hardware Delivery Phase III: Prototype Test The goal of the CTT prototyping effort is a FoV that provides the U.S. Army with required capabilities while incorporating as much commonality between mission roles and with commercial industry as possible. Aligning CTT with industry research and development (R&D) enables rapid and continuous integration of future technologies that reduce obsolescence issues. The CTT will enable the U.S. Army to take advantage of commercial industry�s rapidly advancing fields of driver safety systems, cybersecurity, artificial intelligence, machine learning, autonomy, improved fuel economy, vehicle electrification, off-road mobility, and predictive maintenance. The CTT will leverage industry R&D investments and allow the U.S. Army to modernize at the pace of commercial industry, integrating new technologies with minimal cost. The CTT FoV is envisioned to include modular designs and interchangeable repair parts across the fleet, resulting in streamlined supply chains and reduced total lifecycle costs.� The Government anticipates awarding up to five (5) prototype task assignments as a result of the proposal evaluation from the RPP. Each task assignment will consist of a scope of work that will include the delivery of NRE within Phase I and delivery of up to three (3) prototype vehicles representing the following CTT mission roles: Load Handling System (LHS), LHT and Off-Road Tractor within Phase II, as well as testing of prototype vehicles within Phase III. In accordance with the provisions of 10 U.S.C. 2371b(f), the Government may award a follow-on production contract or transaction to the participants in this transaction without the use of competitive procedures, so long as the participants in this transaction successfully complete the prototype project. The potential initial follow-on production effort is estimated at $5.1B and 7,265 vehicles. NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement.
