- > SECTION I: ANNOUNCEMENT OVERVIEW Agency Name: Missile Defense Agency, Office of Small Business Programs Broad Agency Announcement Title: Mentor Prot�g� Program Broad Agency Announcement Type: Two-Step Open Broad Agency Announcement Broad Agency Announcement Number: HQ0860-22-S-0001 North American Industry Classification System (NAICS) Code: 541715 Research and Development in the Physical, Engineering and Life Sciences (except Nanotechnology and Biotechnology) Instrument Type: Federal Acquisition Regulation (FAR) Procurement Contract SECTION II: ANNOUNCEMENT DESCRIPTION The Missile Defense Agency (MDA) has established the following Mentor Prot�g� Program (MPP) Broad Agency Announcement (BAA) to solicit eligible mentor and prot�g� firms for participation in the Department of Defense (DoD) MPP in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 219.71, Pilot Mentor-Prot�g� Program and DFARS Appendix I, Policy and Procedures for the DoD Pilot Mentor Prot�g� Program. This is a Two-Step Open BAA issued under the provisions of FAR 6.102(d)(2), which provides for the competitive selection of research proposals. The following information is relative to Step-One, submission of white papers. �MDA will contact those offerors whose white papers are selected to proceed to Step-Two, submission of a formal proposal, subject to availability of program funds. Formal proposals are not being accepted at this time. DO NOT submit a formal proposal until requested by the MDA Contracting Office. SECTION III: ELIGIBLE OFFERORS/APPLICANTS Eligible mentors and prot�g�s are defined in DFARS Appendix I-102. An entity seeking to participate as a mentor must apply to the cognizant Component Director, SBP, to establish its initial eligibility as a mentor. SECTION IV: RESEARCH OPPORTUNITIES A. Program Overview The DoD Mentor Prot�g� Program provides incentives to major DoD contractors, (mentor firms) to furnish eligible small business concerns (prot�g� firms) with assistance designed to: 1) Enhance the capabilities of eligible prot�g� firms to perform as subcontractors and suppliers under DoD contracts and other contracts and subcontracts; 2) Increase the participation of prot�g� firms as subcontractors and suppliers under DoD contracts, other Federal Government contracts, and commercial contracts; and 3) Foster the establishment of long-term business relationships between prot�g� firms and their mentor firms.� Under the Program, eligible companies approved as mentor firms will enter into mentor-prot�g� agreements with eligible prot�g� firms to provide appropriate engineering/technical and business development assistance to enhance the capabilities of the prot�g� firms to perform as subcontractors and suppliers. B.�Goals and Objectives MDA seeks to leverage the MPP to shape and expand the small business industrial base in support of the DoD/MDA mission. MDA is seeking mentor prot�g� agreements that align with the Agency�s current focus areas: Hypersonic Ballistic Tracking Space System (HBTSS) Competitive Development Path to On-Orbit Demo Upgraded Early Warning Radar (UEWR) / Cobra Dane (CD) Upgrades and Long Range Discrimination Radar (LRDR) Initial Delivery Command and Control, Battle Management, Communication (C2BMC) Spiral Capability Upgrades Improving Integration & Performance Ground-Based Midcourse Defense (GMD) System SLEP and Stockpile Reliability Program (SRP) GMD Next Generation Interceptor (NGI) Competitive Technical Development Aegis Ballistic Missile Defense (BMD) Weapon System (Afloat & Ashore) & Missile Upgrades Aegis Hypersonic Defense Regional Glide Phase Interceptor Demo Aegis Ashore Poland Completion Activities to Fiscal Year 2022 Missile Defense for Japan� Terminal High Altitude Area Defense (THAAD) & Patriot Testing and Capability Deployment THAAD Kingdom of Saudi Arabia Foreign Military Sales (FMS) Execution Defense of Guam and Cruise Missile Defense � Homeland (CMD-H) Architectures Innovation, Science & Technology Collaboration Across Missile Defense System (MDS) Offerors are encouraged to learn more about MDA at http://www.mda.mil and by reviewing the MDA Fiscal Year (FY) 2022 Budget Estimates Overview at https://www.mda.mil/global/documents/pdf/Budget%20Overview%20FY22%20Booklet%20-%20FINAL.pdf.
