Description
SOURCES SOUGHT: ENGINEERING SERVICES NAICS CODE 541330 as defined in the 2017 NAICS Manual. Network Contracting Office 1 (NCO 1) is conducting market research to facilitate a determination of acquisition strategy. The determination of acquisition strategy for this acquisition lies based on this market research and information available to the Government from other sources. The VA New England HealthCare System (VISN 1) has a requirement for an Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Task Order Contract (MATOC) to provide professional Engineering Services throughout the New England area. The VA facilities included in this requirement are: (1) VA Togus, Maine; (2) VA White River Junction, Vermont; (3) VA Manchester, New Hampshire; (4) VA Central Western MA, Northampton, Massachusetts; (5) Edith Nourse Rogers Veterans Memorial Hospital, Bedford, MA; (6) VA Boston Health Care System, MA, including the Brockton Campus, the Jamaica Plain Campus, and the West Roxbury Campus; (7) VA Providence, RI; (8) VA Connecticut Health Care System, including the West Haven Campus, and the Newington Campus; (9) any Community Based Outpatient Clinics located within VISN 1; and (10) any other VA facility and/or location within the New England HealthCare System. The purpose of this market research is to identify verified Service Disabled Veteran Owned Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) which have sufficient staff, flexibility, capability, and interest to perform Engineering Services on an as-needed basis. NCO 1 anticipates awarding approximately of ten (10) AE IDIQ Contracts to cover the facilities and task order categories identified in the attachment (2 pages). The maximum order limitation is in CAT III and is $5,000,000. The anticipated ceiling $10 million per award. The NAICS code is 541330 with a small business size standard of $16.5 million. To be eligible to respond, your firm must be verified in VETBIZ under NAICS code 541330 at the due date for response to this notice and remain verified throughout the acquisition process. Firms must also be registered in the System for Award Management (SAM). Visit www.sam.gov. Architectural and Engineering Services are defined as professional services of an architectural and engineering nature required to be performed or approved by a person licensed, registered, or certified to provide these services. Architectural and engineering services include services associated with research, planning, development, design, construction, alteration or repair of real property and other professional services. Other professional services of an architectural or engineering nature would include special studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering drawing reviews, preparation of operating and maintenance manuals and other related services that logically or justifiably require the performance by registered architects or engineers or their employees. The general Statement of Work (SOW) for this IDIQ contract will require firms to perform architectural and engineering commonly referred to as Type A & B services and Type C services for the VA. Type A & B services include services related to a specific construction project and consist of conducting field surveys and investigations to obtain design data and preparing contract plans, specifications, and cost estimates. These services include preliminary/concept designs, design development, technical specifications, project design analysis, preparation of preliminary and final construction drawings, studies and surveys, facility assessments, and comprehensive interior design packages that meet VA facility criteria. Services which include but are not limited to architectural, electrical, mechanical, refrigeration, civil, landscaping, investigation/remediation, structural, environmental, interior design, and cost estimating. Specific requirements may include but not limited to fire protection, soils, life health safety upgrades, ADA upgrades, sustainable design, energy & environmental design, economic/lifecycle design, and renovation and modernization. Type C services include services related to a specific or proposed construction project and consist of the review and approve/disapprove Construction Contractor s submittals, which includes but is not limited to shop drawings, descriptive literature and samples, testing and laboratory reports, field test data, for conformity with the Original design documents; assist the VA in the interpretation of the construction documents; prepare all supporting documentation required for contract modifications which include revised drawings, details, and detailed cost estimates for contractor s claims of additional work not shown on drawings due to both unforeseen site conditions or AE error and omission (if any); and periodic site visits to inspect, monitor, and evaluate construction activities to validate conformance to plans and specifications. The disciplines that may be required under these contracts are listed in the attachment. Each design task order award may include any combination of studies; investigations; tests; evaluations; consultations; comprehensive planning; program management; conceptual designs; schematic designs; design development; construction documents; bidding and construction period services; and commissioning. A positive statement of your intention to submit a SF330 for evaluation when request is posted. Complete the attached Areas of Consideration and Task Order Categories to document interest. Include a statement that you have an established office or satellite office with experience designing and knowledge of the locality separately from geographic proximity. Examples include knowledge of geological features, climatic conditions, or local construction methods that are unusual or unique. Evidence of ability to meet at least 50% of the cost of personnel for performance will be spent for employees of your concern or employees of other eligible SDVOSB or VOSB concerns (Reference VAAR 852.219-10 for SDVOSB set-aside requirements or 852.219-11 for VOSB set-aside requirements). Complete the attached excel sheet for expected labor categories. If you state you will use other eligible firms, provide their name and DUNS number. Evidence of your experience in A/E Services (please provide contract descriptions, contract dollar amounts up to the task order category selected, and telephone numbers for points of contact). Experience details should match the task order categories you are interested in as well as a diverse portfolio and should be relative to the firm/team as a whole vice an individual of the company. Proof of professional liability insurance required to cover the amount of each task order category selected.
