- THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR BIDS/PROPOSAL. PROJECT: W912DR-22-Z-0MBG � SOF Operations Building, Fort George G. Meade, Maryland No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of Brand Name Items. The United States Army Corps of Engineers, Baltimore District intends to include the following proprietary items in a request for proposal for a construction contract acquisition under the authority of (FAR) 6.302-1(a)(2)(iii)(B), Only One Responsible Source and no other supplies or services will satisfy agency requirements.� This project may include a Brand Name only component, as described below, unless the results of this sources sought notification indicates otherwise. This notification serves three purposes: (1) to notify potential Offerors of the Government's intent to solicit a brand name only component under a future construction project; (2) to identify potential sources that can provide the brand name only item and/or equivalent; (3) notification of the Army's intent to contract sole source for a Brand Name Only, if the market is unable to provide 'equivalent' products. In the event no equivalent equipment exists, the Brand Name Only justification will be issued pursuant to (FAR) 6.302-1(a)(2)(iii)(B). A subsequent market survey will not be published in support of a Justification and Approval (J&A) for sole sourcing the resultant product(s) or system(s) in the event an equivalent product is not submitted for consideration. In such instances, the brand name will be embedded in the construction project. Only that part of the project requiring brand name components will be sole sourced if no sources are able to prove an equal product. SUMMARY OF REQUIREMENT: The construction project will include Brand Name only equipment as follows: 1. EcoStruxure Pod Data Centers (Parts) - Schneider Electric & EcoStruxure Pod Data Centers (Installation) - Schneider Electric The SOF Operations Facility at Fort Meade, Maryland is a 2-story building consisting of SCIF and non-SCIF areas, and four total telecommunications networks. A data center is necessary for this building in-order to support the operations performed by the building occupants on these four networks. The customer has previously used the EcoStruxure Pod Data Center on previous projects and buildings. Using the same manufacturer will ease with the installation and maintenance of the data center. Pod Data Center is a flexible, freestanding frame and containment system that seamlessly integrates with busway and remote power panels. It is adaptable to all cooling methodologies and offers a variety of containment options for hot and cold aisle. The frame supports up to 4,000 lbs allowing�cabling infrastructure to be attached and supported by the frame. The Pod Data Center is engineered to be quickly and easily pre-installed independent of the IT racks. The EcoStruxure Pod Data Centers by Schneider Electric is pre-wired, easing the work required by the general contractor since all that is required of the general contractor is to run power feeders to the Remote Power Panel (RPP) at the end of each row to power the entire data center. The RPP�s use modular circuit breakers, which are unique to Schneider Electric. Modular circuit breakers are able to snap-on and snap-off of the panels, unlike traditional circuit breakers which are hardwired. This eases the installation, as anyone can install the circuit breaker, and an electrician is not needed. Furthermore, if loads need to be reconfigured or added in the future, the modular circuit breakers can be easily rearranged by snapping on and off, which is much easier than traditional hardwired circuit breakers. Each modular circuit breaker is also capable of monitoring the circuit load, amp, voltage, etc. and report this information to a software program.��� �� 2. High Capacity 2000 - Communications Integrators, Inc. Floorboxes for raised access floor supports integrated cabling and connection points for telecoms, power and data for desks, workstations, and conference room tables. It allows complete distribution of telecommunication and power from one point. Designed not to compete with or detract from the crafted aesthetics of modern work spaces, floorboxes offer an attractive alternative to both �poke-thru� and standard furniture power. The High Capacity 2000 by Communications Integrators Inc. was specifically designed for the customer in order to meet their requirement of the separation of telecom networks. The High Capacity 2000 contains physical separators that are able to separate multiple telecom networks within the same floorbox. 3. 1800 Ultra NT Radiant Barrier (RF Shielding) - rFoilTM Heavy duty radiant barrier sheet made up of a single layer of woven polyethylene material bonded to and sandwiched between two highly Reflective aluminum surfaces. Special purposed product designed to be used in Sensitive Compartmented information Facilities providing an effective barrier against a wide range of RF frequencies. This project requires the use of radio frequency (RF) shielding at the building perimeter to create a �faraday cage� of TEMPEST protection meeting the Sensitive Compartmented Information Facility standards outlined in ICS/ICD 705. The design of RF shielding and subsequent details are outlined in the �Best Practices for Architectural Radio Frequency Shielding� document published by the US Department of State. In that document, only three approved products/systems are provided, each with its own unique properties, that provide acceptable shielding properties to meet security requirements. For this project, the use of an �adhered� foil system (rFoilTM 1800 Ultra NT Radiant Barrier) is the most appropriate for chosen construction type and most cost effective. The use of the rFoilTM system is also specifically referenced in the design standards as a preferred product. The rFoil 1800 Ultra NT Radiant Barrier product is the best proven product for use in this type of facility for this installation type. Its recommended use by the US Department of State makes it the ideal product to meet the detailing and performance requirements dictated by ICS/ICD 705 and as mentioned in the �Best Practices Guide for Architectural Radio Frequency Shielding� document. 4. Fire Alarm Radio Transmitter � Monaco The Monaco D-21 receiver at the Ft. Meade DES Fire Department uses a proprietary communication protocol and can only accept signals sent by transmitters manufactured by Monaco. There are no other products available on the market capable of transmitting signals to this receiving station. We are required by Code to provide fire alarm systems capable of transmitting signals to a constantly-attended location. On installations, such as Fort Meade, this is always accomplished by transmitting the signals via radio to a base-wide signal receiving station located at the Directorate of Emergency Services. The receiving equipment is highly proprietary and will only accept signals from transmitters of a compatible make/model. Interested vendors must show clear and convincing evidence that alternatives to the specified items�exist. Interested vendors wishing to be considered by the Government as described above must provide a copy of its brochure and any other capability statements/ data�no later than 31 January 2022, 11:00 AM EST, to Contract Specialist, Gary Faykes, U.S. Army Corps of Engineers, Baltimore District, Contracting Division, via email to�gary.faykes@usace.army.mil. This is a market survey and notification of intent only. This is not a request to respond to a solicitation. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the direction of the Government.
