Description
SOURCES SOUGHT NOTICE Seeking Sources for Underwater Firing Devices (Receiver and Transmitter) Summary: Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking Underwater Firing Devices (FDs) (receiver and transmitter) with the potential for performing Explosive Ordnance Disposal (EOD) mission tasks. Underwater FDs are expected to support the range of remote actuation initiators and specialized tools used by EOD to address underwater explosive threats in a wide range of maritime environments. While this is not a direct solicitation to fulfill the requirement for a Program of Record (PoR), the information provided to the U.S. Government as result of this notice will provide the Navy with information on underwater FDs that are currently in development as well as commercially available. If mature enough, the underwater FD will be selected for inclusion in capability and limitations testing of the next generation underwater firing device for Navy EOD as part of the Remote Underwater Firing System (RUFIS) PoR. With the broad range of technology development stages requested in this notice, submissions may also be considered for funding to support additional development. This is a Sources Sought Notice (SSN): This synopsis does not constitute a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this sources sought. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this sources sought. Description: This SSN solicits solutions and interest from vendors who have underwater FD (receiver and transmitter) solutions and requests more detailed information on FD features, capabilities, performance, and overall state of development. This notice requests solutions across a broad range of technology development stages: early stage prototypical through Commercial off the shelf (COTS) products (DoD TRL 3 � 9). Results from this notice will provide the Navy with information on underwater FDs that are currently in development as well as commercially available. If mature enough, the underwater FD will be selected for inclusion in capability and limitations testing of the next generation underwater firing device for Navy EOD as part of the Remote Underwater Firing System (RUFIS) PoR. With the broad range of technology development stages requested in this notice, submissions may also be considered for funding to support additional development. At a minimum, testing will include an open water communications test followed by an EOD end user assessment in which end users will attempt to complete mock mission objectives with the provided devices. Vendors will be required to provide their underwater FDs, as well as all associated consumables, accessories, and training, at no cost to the Government during this phase of testing. This will be documented in a Bailment Agreement. In return, vendors will receive a debrief of the results. Following testing, a report will be written and made available for use by all government agencies, Department of Defense services, and law enforcement organizations. The final reports will be used to inform acquisition strategies, specifically the RUFIS PoR. Vendors should provide as much of the following information as possible for their Underwater Firing Device (receiver and transmitter): General Information System Nomenclature Name and Model Number Current Hardware and Software Version Picture Specifications (may be presented as a spec sheet, but should include the following at a minimum) Include the specifications of any additional accessories and components as applicable Size Exterior dimensions Operational configuration When packaged Weight in pounds (with batteries installed) in air Weight in pounds in water for in-water components Power requirements Indicate the type of battery or power supply used Highlight if the system requires other than standard U.S electrical power supply of 110-240 VAC, 50-60 Hz for operation and/or charging Technology Provide a brief description of any unique technology used by this product. Include an assessment of the DoD Technology Readiness Level of the system. Performance Characteristics � summarize capability according to the following Maximum standoff distance (in nautical miles) In direct path of an emplaced receiver In extended standoff range via relay or other means Pairing How many FD receivers can be paired with a single transmitter? Maximum Depth Delay options Indicate timing intervals Timer accuracy Response time at maximum standoff distance In direct path of an emplaced receiver In extended standoff range via relay or other means How is connectivity between transmitter and receiver confirmed? Able to deconflict between other like transmitters and receivers within 1 nmi? Setup time (from storage to operational) Provide list of demolition tools and initiators the FD system is compatible with Testing/Certifications completed (yes/no, provide test organization if applicable) Magnetic, acoustic, or other influence signatures Electrostatic discharge Explosive safety General system safety Cybersecurity Cost Provide cost, in $US for the following: system, consumable items for system operation, accessory items, vendor operation and maintenance training (include duration of the training), associated recurring fees Consumables and Accessories Detail any items that are consumed by the system for operation or may require replacing over time to maintain performance Limitations / Hazards / Special Requirements State any special system limitations, hazards, and/or special requirements Please note any additional safety considerations or procedures associated with system operation, including any human exposure restrictions and limits Special Features / Capabilities Summarize any special system features or capabilities not contained herein that improve the overall ability of the system to perform ROV and/or EOD/clearance dive team (CDT) mission tasks Submissions: Interested entities are encouraged to respond by providing succinct responses to the items listed above. A spreadsheet can be used to organize the responses if desired. In addition, the submission shall include the organization�s name, postal address, point of contact, phone number, fax number, e-mail address, related webpage(s) URL, business size, taxpayer identification number, DUNS number, and CAGE Code. This SSN is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or solicitation. This is not to be construed as a commitment by the U.S. Government. If a formal solicitation is generated later, a solicitation notice will be published. No award will be made as a result of this initial market survey.
