Description
SOURCES SOUGHT NOTICE New Federal Courthouse in Hartford, Connecticut The U.S. General Services Administration (GSA), Region 1 (New England), is conducting market research for the design of a new Federal Courthouse in Hartford, Connecticut. The design will follow the GSA Design Excellence Guidelines, the GSA Facilities Standards for the Public Buildings Service (P-100) 2021,� the U.S. Court Design Guide 2007 with Revisions from 2016 and the U.S. Marshals Service (USMS) PUB 64 Vols 1&2 (2014)_ and Vol. 3 (2017). This project is categorized as �new construction� for application of the GSA P-100. GSA contemplates soliciting competitive design fixed-priced proposals from Contractors to provide the design concept, construction documents, construction phase services, and other services necessary to complete the upcoming Statement of Work. Additional Project Information: Currently Court operations are conducted in the A.A. Ribicoff Building in Hartford, CT.� The project would design and construct a new stand alone Courthouse on a new site in Hartford, CT. The courthouse would be for a full Judiciary program that includes District and Bankruptcy functions, a USMS suite and a Trial Preparatory space for the U.S. Attorney�s Office.� The proposed program for the courthouse includes approximately 280,000 GSF. The current estimated magnitude of construction cost is $225,000,000 to $275,000,000.� The estimated project duration for design is estimated at twenty four (24) months, with construction taking thirty-six (36) months. Depending on availability of funds, GSA intends to award a Construction Manager as Constructor (CMc) contract before the beginning of the design development phase. The CMc will work hand-in-hand with the Contractor in order to assess constructability of the design as well as provide input and costing throughout the design development and construction document phases. Submission of Capability Statements: Interested parties are invited to submit capability statements for market research purposes and acquisition strategy planning. Please provide all submission via email to Mark Rinaldi at mark.rinaldi@gsa.gov.� Capability statements are due on Tuesday, March 8, 2022 at 4:30 PM ET. At a minimum, capability statements should include: Name of your company, address, point of contact with phone number and email address, and DUNS number or new Unique Entity Identifier (UEI) number. Does your company have a current SAM.gov registration? The North American Industry Classification System (NAICS) code for this requirement is 541310, Architectural Services.� The Small Business Size Standard is $8.0 million. In addition to the size of your business, please indicate any other socioeconomic designations such as 8(a), Small Disadvantaged Business, HUBZone Small Business, Service Disabled Veteran Owned Small Business, Small Women-Owned Business, etc. If the company is/will be part of a joint venture, state the names of the joint venture members and their business size(s). If a joint venture, list a maximum of three (3) projects previously completed or currently working on as a team. Briefly describe any experience your firm has as the Architect of Record for the design of a new federal courthouse project as in the past ten (10) years. Briefly describe any relevant experience your firm has working with a CMc contractor and the CMc delivery method. The new courthouse will be constructed in the City of Hartford on a new site. Briefly describe any experience your firm has designing projects in or around Hartford, CT. Briefly describe any experience your firm has with the GSA Design Excellence procedure. Briefly describe your company�s interest level in this project as well as its capacity to complete the project given its staffing levels and its other projects. This notice does not constitute a solicitation, nor request for any proposal. This announcement is intended for planning purposes only.� The acquisition strategy for this proposed project has not yet been completed. While responses to this notice are strictly voluntary, the information gathered may influence GSA�s overall acquisition approach.
