- 1. �Introduction/Purpose The FAA Office of Civil Rights (ACR) has begun the process to support the FAA Administrator�s commitment to diversity through a thorough exploration of the agency workforce data. �ACR will conduct a Barrier Analysis associated with the Air Traffic Control Specialist (2152), Aviation Safety Inspector (1825), Airway Transportation Systems Specialist (2101), Executive Service ((ES), and other Mission Critical Occupations (MCO) vital to the Agency mission. �This initiative will focus on a review of its hiring, selection, and retention practices and analyze all relevant policies and procedures; identify any barriers to the full achievement of equal employment opportunity (EEO), expose potential disparities causing low participation rates within marginalized groups; and develop corrective action plans to eliminate any discovered barriers. �This effort requires trained and experienced professionals to supply and support the following actions: ��� �Provide statistical expertise in conducting multi-step variance analysis, evaluating and analyzing employment data, application of various statistical analyses and economic models advanced under the disparate impact theory in cases of employment discrimination, including but not limited to the Uniform Guidelines on Employee Selection Procedures, 29 CFR Part 1607. ��� �Provide proof of similar analyses/services to other Federal Agencies, and knowledge with hiring practices and the FAA. ��� �Provide to ACR, proof of extensive experience in serving as a testimonial expert in employment discrimination actions. ��� �Conduct an evaluation into whether the agency policies, practices, and procedures associated with the selection of applicants associated with Air Traffic Control Specialist (2152), Aviation Safety Inspector (1825), Airway Transportation Systems Specialist (2101), Executive Service ((ES) caused a disparate impact on the selection of applicants based on race, sex, national origin or other protected categories in fiscal years Year thru Year. ��� �Conduct an examination involving multi-step variance of policies in stages of selection including qualification review, applicant declination, the referral list of eligible candidates, the interview, security clearance denials, medical disqualifications and final selection. ��� �Produce a final report containing statistical analyses for the Hiring Process, discussion of causes of disparate impact, final conclusions and recommendations. The period of performance is anticipated to be a �twelve (12) months base period with an option for an additional twelve (12) months. 2. �Incumbent Contractor (if applicable)� Not applicable 3. �Nature of Competition Responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB/8(a)), Small Businesses, or full and open competition. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. 4. �Objectives for this Market Survey The responses to this Market Survey will be used for informational and planning purposes only and will not be released. (a)�� �This is a Market Survey. This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind; (b)�� �The FAA is not seeking or accepting unsolicited proposals; (c)�� �All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking; (d)�� �The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents; (e)�� �Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any; (f)�� �Respondent participation in any informational session is not a promise of future business with the FAA; (g)�� �The FAA will not pay for any information received or costs incurred �in preparing the response to the market survey; and (h)�� �Any costs associated with the market survey submittal is solely at the interested vendor�s expense. 5. North American Industry Classification System (NAICS) Code The FAA has tentatively identified NAICS Code 541611 � Administrative Management and General Management Consulting Services as applicable to this procurement. �The size standard for this NAICS code is $25 million. Respondents may recommend other appropriate NAICS codes for FAA consideration. 6. �Submittal Requirements for Market Survey Responses to this Market Survey must include the following information: 1.�� �Performance Capability Statement � This document is limited to no more than three (3) pages and must: a.�� �Provide information regarding current and/or previous experience (within past five (5) years) that shows your company�s capability to meet the objectives/requirements listed in the attached Statement of Work (SOW). (Note: The attached SOW is a general one and is subject to change by the time of any solicitation.) �Include a brief description of the work performed, dollar value, period of performance, agency/organization/company supported, and individual points of contact (contracting officers or program managers). � b.�� �Registration number in the Federal Government System for Award Management (SAM) is preferred but not required at this time. Current and potential Government vendors are required to register in SAM in order to be awarded contracts by the Government. �The website for SAM is www.sam.gov.� c.�� �As applicable, a copy of the vendor�s Certification Letter identifying a preferred socio-economic status (such as SBA 8(a), Small Business, SDVOSB, VSB, etc.). 2.�� �Respondent Point of Contact � For information purposes, responses must include a company Point of Contact with phone number, email address, and mailing address. 7. �Delivery of Submittals All responses to this market survey must be submitted by 2:00pm (Eastern Time) on February 24, 2022. �Submissions received after this time and date will be considered late and will not be reviewed.
